Description

The City of Campbell is looking for a technically strong and passionate Human Resources professional to be our next Human Resources Analyst! As our HR Analyst, you will have a generalist role that focuses on recruitment, classification & compensation, leaves, and training. You will also assist with other program areas including, but not limited to, benefits administration, workers compensation/safety, and employee/employer relations.

Example of Duties

Typical duties will include, but are not limited to:
  • Develops, plans, coordinates and administers recruitment and examination processes, including: conducting job analyses, developing recruitment plans and creative outreach techniques to attract a diverse applicant pool; designs and develops job related selection procedures; evaluates employment applications; develops examination schedules; develops, administers and evaluates oral, written, physical agility and performance exams and other assessment instruments; performs statistical analysis of examination results; oversees the preparation of job announcements, employment advertising and other recruitment materials, provides information and advice to job applicants and the general public concerning employment opportunities and examination procedures;
  • Conducts classification studies, including gathering information, surveying other agencies, auditing positions by questionnaire and interview, preparing reports and making recommendations and preparing and revising classification specifications;
  • Provides analytical support to management, including budget monitoring and preparation and special projects;
  • Interprets and applies existing laws, policies and procedures and MOU's, stays current on local, state, and federal legislation affecting public sector labor law;
  • Conducts preparatory research on contract and bargaining matters for labor negotiations, including surveys, analyzing proposals and assisting in labor negotiations;
  • Administers the tuition reimbursement program, compiles and analyzes data pertaining to personnel program policies and issues;
  • Assists in the development and implementation of department and Citywide goals, objectives, policies and procedures, educates employees and managers on policies and legal compliances;
  • Participates in related training programs;
  • May provide training to employees and supervisors on human resources topics;
  • Analyzes and recommends strategies to improve effectiveness of operations;
  • Represents the Human Resources Division in interdepartmental, interagency and public meetings; and
  • Serves on committees as assigned.

Qualifications

Education and Experience:
  • Equivalent to completion of a Bachelor's Degree in Human Resources, business or public administration or closely related field
  • Three years experience in Human Resources.
Knowledge of:
  • Human Resources practices and procedures; recruitment and selection;
  • Safety program administration; training;
  • Operations and functions of City government and relevant laws and regulations affecting human resource administration;
  • Research methods and statistical analysis; employee relations;
  • Human resources information systems programs;
  • Classification and compensation plans, modern office procedures, methods and computer equipment;
  • Report preparation;
  • English usage, spelling, grammar and punctuation;
  • Statistical and mathematical methods.
Ability to:
  • Analyze complex administrative and technical issues and make appropriate recommendations for actions;
  • Exercise initiative, ingenuity and sound judgment in solving problems and developing effective solutions;
  • Understand, interpret, explain and accurately apply applicable laws, codes and regulations;

Supplemental Information

  • Retirement: CalPERS - Formula dependent on hire date and member status in CalPERS. Please see our for more information.
  • Health Insurance: Effective January 1, 2024, the monthly Cafeteria Plan Allowance will be based on selected level of coverage, as follows: Employee Only Coverage: $986.84; Employee Plus One Coverage: $1,973.68, Employee Plus Family: $2,565.78 to use towards a CalPERS medical plan or cash out opt: $750/month.
  • Vision/Dental Insurance: The City pays the monthly premium for employees and their eligible dependents through VSP and Delta Dental.
  • Deferred Compensation: City contributes $55 per pay period Mission Square Retirement 457 Plan available
  • Flexible Spending Account (FSA): City will contribute $30.76 to a FSA which can be used for IRS eligible medical or dependent care expenses. Effective the first pay period in July 2023, the City will increase the FSA contribution by $25 per period for a total of $55.76 per period. Effective the first pay period in July 2024, the City will increase the FSA contribution by $25 per period for a total of $80.76 per period
  • VEBA Plan (Voluntary Employee Benefit Association): City contributes $69.24 per pay period
  • Vacation: Accruals are based on length of service. Employees can earn 11-21 days of vacation based on years of service.
  • Sick: Accrued at an unlimited rate of 3.69 hours of sick leave per pay period.
  • Life Insurance: $50,000 + $50,000 AD&D Life Rate is .27 cents per $1,000: AD&D rate is .04 cents per $1,000
  • Long Term Disability Insurance: The plan provides for 2/3 of monthly base salary up to a salary maximum of $4,500 per month. The maximum benefit is $3,000 per month. Elimination Period is the first 30 days of each disability. City pays entire premium.
  • Holiday: Receive 10 paid holidays and 5.5 days of floating holiday.
  • Tuition Reimbursement: $3,000 per fiscal year
  • Bilingual Pay: $100/pay period if eligible
