HSSE Manager - Maintenance Services

Position Summary:

The HSSE Manager is responsible for developing, implementing, and enforcing health, safety, security, and environmental programs for high-voltage construction operations. This role ensures compliance with OSHA, NFPA 70E, NESC, EPA, DOT, and applicable state and local regulations while fostering a strong safety culture across all field and office operations. The HSSE Manager works closely with executive leadership, project management, and field crews to reduce risk, prevent incidents, and ensure safe, compliant execution of HV construction projects.

Duties and Responsibilities:

Health & Safety
  • Develop, implement, and continuously improve HSSE policies, procedures, and training programs specific to high-voltage transmission, distribution, and substation construction.
  • Ensure compliance with OSHA, NFPA 70E, NESC, and client-specific safety requirements.
  • Conduct job site safety audits, inspections, and field observations, document findings and corrective actions.
  • Lead incident investigations, root cause analysis, and corrective/preventive action plans.
  • Oversee Job Safety Analyses (JSAs), tailboard meetings, switching procedures, energized work planning, and lockout/tagout compliance.
  • Serve as subject matter expert on electrical hazards, arc flash, grounding, minimum approach distances (MAD), and PPE requirements.
  • Track and analyze safety metrics (TRIR, DART, near misses, leading indicators) and report trends to leadership.

Environmental
  • Ensure compliance with environmental regulations including stormwater pollution prevention (SWPPP), spill prevention (SPCC), waste management, and erosion/sediment control.
  • Manage environmental permitting requirements and site-specific environmental plans.
  • Lead environmental inspections and corrective actions on active construction sites.
  • Coordinate spill response, reporting, and remediation when required.

Security
  • Develop and enforce site security plans to protect employees, equipment, materials, and infrastructure.
  • Coordinate with project teams and clients on access control, badging, and site security protocols.
  • Support emergency preparedness and response planning.

Training & Culture
  • Develop and deliver safety orientation, refresher training, and specialized HV safety training.
  • Promote a proactive safety culture emphasizing hazard recognition, stop-work authority, and employee engagement.
  • Mentor field supervisors and safety professionals on HSSE best practices.
  • Support client safety meetings, audits, and pre-job planning sessions.

Leadership & Compliance
  • Serve as the primary HSSE liaison with clients, regulatory agencies, and third-party auditors.
  • Maintain HSSE documentation, manuals, training records, and regulatory logs.
  • Support project bid reviews and pre-construction planning from a safety and environmental perspective.
  • Stay current on regulatory changes, industry best practices, and emerging risks in HV construction


Qualifications:

  • Bachelor's degree in Safety, Environmental Science, Engineering, Construction Management, or related field (or equivalent experience).
  • Minimum 5-10 years of HSSE experience in high-voltage construction, utilities, or heavy civil construction.
  • Strong working knowledge of OSHA, NFPA 70E, NESC, EPA, and DOT regulations.
  • Experience supporting energized work, substations, transmission, or distribution projects.
  • Proven ability to lead incident investigations and implement corrective actions.
