Job Description:

The HSE&C Lead - Warminster provides hands-on leadership and expert guidance to ensure Health, Safety, Environment & Carbon (HSE&C) risks at the Warminster manufacturing plant are identified, assessed, and effectively controlled.

This role enables safe, reliable, and compliant operations by ensuring adherence to all applicable regulatory, legislative, bp/Castrol and Operating Management System (OMS) requirements. The role actively intervenes and calls out when HSE&C performance or OMS conformance is below required standards and drives continuous improvement in HSE&C culture and performance across the plant.

The position plays a key role in embedding a consistent and proactive HSE&C approach that protects people, assets, the environment, and the reputation of Castrol.

  • Lead the implementation of the site HSE&C plan in alignment with the Global Castrol HSE&C strategy.
  • Enable safe, compliant, and reliable manufacturing operations at the Warminster plant.
  • Drive HSE&C performance through the effective use of leading and lagging indicators, audits, inspections, and continuous improvement initiatives.
  • Actively influence and advise the Plant Manager and site leadership team to ensure compliance with all applicable HSE&C legislation, standards, and internal requirements.
  • Ensure leaders and supervisors understand and fulfil their HSE&C accountabilities, providing coaching and practical support as required.
  • Build sustainable HSE&C capability at the Warminster plant by developing and delivering fit-for-purpose HSE&C training programs for plant employees and contractors.
  • Ensure HSE&C risks are embedded into operational decision-making, including plant projects, process changes, and capital investments, with appropriate mitigation measures identified and implemented.
  • Support and ensure effective implementation of OMS and HSE&C systems, tools, and Group Defined Practices (GDPs), including but not limited to:
  • Control of Work (CoW)
  • Risk Management and Risk Assessment
  • Incident Reporting, Investigation, and Learning
  • Crisis and Continuity Management (C&CM)
  • Lead site HSE&C processes including annual risk assessments, compliance assurance, incident classification and reporting, and regulatory notifications.
  • Support line management to achieve and maintain conformance with external HSE management system standards such as ISO 14001, ISO 45001 (or OHSAS 18001 where applicable), and relevant industry standards.
  • Act as the primary local HSE&C contact for internal and external collaborators, including regulators, auditors, and corporate HSE&C functions.


Exercises RAPID accountability in line with delegated authorities and site governance.

Authority to stop unsafe work and advance HSE&C risks to the Plant Manager and relevant leadership as required.

Education
  • University degree or equivalent work experience.
  • Formal HSE&C qualification required (e.g., NEBOSH Diploma or equivalent).

Experience
  • Significant experience in process safety and operational safety within a manufacturing or industrial environment.
  • Proven experience in HSE&C or operational roles with substantial HSE&C accountability at site level.
  • Strong working knowledge of HSE regulatory requirements in the United States.
