Job Summary and Responsibilities/Duties

Job Summary

Performs a variety of documentation coordination, and data input retrieval, analysis and development duties in support of the Human Resources department. Serves as a resource to district staff, prospective employees, and external stakeholders in the compilation and dissemination of information. Works with new hires to ensure the accuracy of new hire paperwork and to ensure the completion of all pre-employment requirements.

Essential Duties
  1. Coordinates the collection, review, and processing of new hire paperwork for all College positions, ensuring compliance with legal requirements and college processes. Reviews new hire paperwork to ensure accuracy and completion; completes associated service tickets.
  2. Coordinates and serves as the primary point of contact for pre-employment background checks and background check renewals of current employees in accordance with college, program, and funding requirements; tracks and follows up on employment authorization documentation, including updating temporary work authorization, in compliance with federal laws.
  3. Provides customer service and responds to inquiries and requests for information from candidates, managers and staff.
  4. Compiles data for dissemination and prepares and maintains a variety of reports, records, logs, and similar items. Reviews and audits employment documentation for accuracy and recommends appropriate process changes. Establishes and maintains filing systems.
  5. Collects, tracks, and enters benefits data into the OEBB system. Follows up with employees on missing documentation. Sends change data to payroll and other staff as needed to close out requests.
  6. Provides back up support for processing employment changes. Inputs a variety of employment data into College systems; processes personnel transactions, including new hires, transfers, promotions, resignations and retirements.
  7. Creates process documentation. Recommends modifications and improvements to programs and related processes.
  8. Assists with data cleanup and audit projects.

Additional Duties
  1. Supports recruitment activities such as placing advertisements, scheduling and coordinating interviews, and preparing recruitment and outreach materials.
  2. Performs all other duties as assigned.

Minimum and Desired Qualifications

Minimum Qualifications
Education: Associates degree in human resources, information technology, business administration or related field
Experience:
  • One (1) years of related human resources experience
  • Proficiency in Microsoft Word, Excel, and Outlook

Equivalent combinations of education and experience may be considered on a year for year basis.

Preferred Qualifications
  • Experience onboarding new employees and/or facilitating employee position changes
  • Experience with applicant tracking systems
  • Human Resources experience in public sector, unionized work environments, or similarly complex organizational environments.

  • Learn, interpret and apply multiple collective bargaining agreements, health and welfare benefits programs and payroll functions and processes
  • Answer questions from end users on technology applications, processes and procedures
  • Stay current on laws, practices and trends in human resources technology, privacy and release of information
  • Communicate a variety of complex laws, guidelines, initiatives and policies.
  • Establish and maintain effective relationships with departments and others contacted in the course of work
  • Perform multiple duties simultaneously with constantly changing priorities and deadlines
  • Demonstrate a strong customer service orientation
  • Maintain confidentiality and demonstrate discretion, initiative and good judgment.
  • Ensure efficient and timely delivery of program services, projects and activities
  • Use a variety of technologies and software programs, such as Microsoft Office Suite, college payroll systems and other software programs

  • Basic financial, fund accounting, human resources, and payroll concepts and terminology
  • Data collection, input and extraction techniques.

Working Conditions and Important Information
Working Conditions

This is an on-site position during the probationary period of 6 months. After the probationary period, this position may be eligible for remote work on a hybrid basis. Any remote work requires prior approval and must comply with MHCC Remote Work policies and administrative regulations. Remote work must be within the states of Oregon or Washington.

Work is typically performed in a normal office environment while sitting at a computer terminal. Visual eye strain and repetitive hand/wrist motion for data entry and keyboarding functions.

Initial salary placement will be based on years of applicable education, full-time equivalent experience, and other job-related qualifications at the sole discretion of the College and in accordance with all applicable state and federal laws.
