Full Job Description
ENDICTUS CORP. is seeking an HR Management Analyst to provide analytical, technical, administrative, and coordination support across human capital, manpower management, DPMAP performance management, workforce tracking, records management, correspondence, and special projects.

This position requires a detail-oriented analyst who can manage complex workforce data, coordinate with Government stakeholders, identify risks or discrepancies, prepare accurate reports and briefings, and support senior leaders with timely, clear, and reliable information.

Work Location
• Work will be performed in Falls Church, VA or Arlington, VA.

Working Hours
• The standard work schedule is eight hours per day, Monday through Friday, within the core hours of 8:00am-5:00pm
• Work is not required on Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closures, or similar Government-directed facility closures.
• Telework may be authorized only when approved by the Government and in accordance with applicable telework requirements.

Key Responsibilities
  • Serve as the primary point of contact for workforce management activities and the DoD Performance Management and Appraisal Program (DPMAP), ensuring timely completion of performance plans, reviews, and annual appraisals.
  • Develop, maintain, and reconcile workforce management tools and data, including staffing trackers, vacancy reports, organizational charts, position descriptions, and personnel actions.
  • Monitor workforce metrics, identify discrepancies or compliance risks, and coordinate with supervisors, Human Resources, and Government stakeholders to resolve issues.
  • Support workforce planning activities, including employee onboarding/offboarding, leave administration, telework agreements, reasonable accommodations, pay waivers, and other personnel programs.
  • Prepare, edit, and maintain reports, presentations, process documentation, correspondence, and other technical and administrative materials for leadership and stakeholders.
  • Track projects, action items, taskings, and deliverables to ensure timely completion and accurate records management.
  • Coordinate meetings, respond to information requests, and provide administrative support in a fast-paced Government environment.
  • Support special projects, workforce analyses, and organizational initiatives while maintaining professionalism, discretion, and attention to detail.


Requirements

  • Minimum of 5 years of relevant experience in manpower management, performance appraisal support, human capital administration, workforce analysis, management analysis, or related Federal support functions.
  • Bachelor's Degree
  • Experience supporting performance management programs, preferably DPMAP or another structured Federal performance appraisal system.
  • Ability to track performance plans, midyear reviews, annual appraisals, suspense items, and recurring milestones with a high degree of accuracy.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Project.
  • Strong Excel skills, including the ability to build, maintain, reconcile, and audit tracking tools using multiple data sources.
  • Ability to organize, develop, prepare, write, edit, and finalize manuals, presentations, technical specifications, process/data flow diagrams, and analytical reports.
  • Ability to coordinate across multiple offices, stakeholders, and action officers to monitor progress and resolve issues.
  • Strong written and verbal communication skills.
  • Demonstrated initiative, self-motivation, teamwork, judgment, and attention to detail.
  • Ability to handle sensitive workforce, performance, and human capital information with discretion.
  • Active Secret clearance required.


Desired Skills
  • Experience supporting a Federal Government, DoD, law enforcement, defense, or national security organization.
  • Knowledge of the DoD Performance Management and Appraisal Program (DPMAP) and experience supporting performance plans, reviews, appraisals, and related workforce management processes.
  • Experience developing and maintaining workforce management tools, including dashboards, staffing trackers, organizational charts, position descriptions, and workforce reporting.
  • Experience supporting HR and workforce programs such as onboarding/offboarding, leave administration, telework agreements, reasonable accommodations, records management, and personnel action tracking.
  • Ability to analyze workforce data, conduct audits, identify discrepancies or compliance risks, and recommend corrective actions.
  • Strong experience collaborating with HR, labor and employee relations, supervisors, managers, and senior Government stakeholders while communicating complex information through reports, briefings, and presentations.
  • Experience using correspondence or task management systems (e.g., CATMS) and managing multiple priorities in a fast-paced Government environment.
  • Strong organizational skills, attention to detail, and understanding of confidentiality, information security, and Government records management best practices.
