Our organization is looking for an
HR Information Systems (HRIS) Manager to lead the selection, implementation, and ongoing management of our HRIS environment. In this role, you'll drive process improvements, enhance reporting and analytics, support a major system implementation, and build a team dedicated to the ongoing success of our HR technology landscape.
What you will be doing! - HRIS Strategy & Governance
- Leading the organization's HRIS strategy, roadmap, and governance framework to ensure alignment with business objectives and workforce priorities.
- Serving as the primary HRIS subject matter expert and trusted advisor to HR, IT, Payroll, Finance, and business leaders.
- Evaluating current HR processes and identifying opportunities to improve efficiency, automate activities, and enhance the employee experience.
- Developing governance structures, standards, and policies that support an effective HR system management and employee data integrity.
- Driving continuous improvement and optimization of HR technology solutions and processes.
- HRIS Selection, Implementation & Optimization
- Leading HRIS vendor evaluations, requirements gathering, system selection activities, and contract discussions.
- Defining business requirements and translating organizational needs into system specifications and functional solutions.
- Managing full-cycle HRIS implementation projects, including timelines, budgets, risks, deliverables, and stakeholder engagement.
- Coordinating with vendors, consultants, IT teams, and internal stakeholders to ensure successful project execution.
- Leading system configuration, testing, validation, integration, and go-live activities.
- Ensuring seamless integration between HRIS and related systems, including payroll, benefits, recruitment, learning, and finance platforms.
- Leading post-implementation stabilization, optimization, and continuous enhancement initiatives.
- Monitoring system performance, adoption, and effectiveness to maximize value and user experience.
- Organizational Readiness & Change Management
- Leading organizational readiness and change management activities to support successful HRIS implementation and adoption.
- Assessing stakeholder impacts and developing mitigation strategies to address risks and barriers to change.
- Developing and executing communication, engagement, and adoption plans.
- Preparing leaders, managers, HR teams, and employees for new systems, processes, and ways of working.
- Designing and delivering training programs, user resources, and support materials.
- Establishing and supporting super-user and champion networks across the organization.
- Data Management, Reporting & Analytics
- Leading data migration, cleansing, validation, governance, and quality assurance activities.
- Ensuring the accuracy, integrity, confidentiality, and compliance of HR data.
- Developing and maintaining HR dashboards, reports, metrics, and analytics that support strategic and operational decision-making.
- Leveraging workforce data to provide actionable insights and support workforce planning and talent management initiatives.
- Partnering with HR leaders and business stakeholders to improve data quality, optimize reporting capabilities, and enabling data-driven decision-making.
- Process Improvement
- Evaluating and redesigning HR processes to align with system capabilities, organizational needs, and industry best practices.
- Identifying opportunities to eliminate manual processes and improving end-to-end workflow efficiency.
- Leading continuous improvement initiatives that enhance HR service delivery and operational effectiveness.
- Recommending innovative solutions and best practices to strengthen HR technology and processes.
- Security, Compliance & Risk Management
- Ensuring HR systems, processes, and employee data comply with privacy legislation, employment regulations, and organizational policies.
- Managing role-based security, access controls, and data governance practices.
- Supporting internal and external audits related to HR systems, data, and compliance requirements.
- Evaluating HR technology risks and implementing appropriate controls and mitigation strategies.
- Leadership, Advisory & Team Management
- Serving as the primary escalation point for complex HRIS issues and providing expert guidance on system-related matters.
- Analyzing technical and business challenges and providing strategic recommendations, solutions, and corrective actions.
- Communicating complex information, data, and system impacts to a broad range of stakeholders.
- Supporting HR colleagues and business leaders in resolving escalated HRIS and data-related issues.
- Leading, coaching, and developing an HR Analyst while building the organization's HRIS capability for future growth.
- Fostering a culture of collaboration, innovation, accountability, and continuous improvement.
- Other duties as assigned by your manager.
What we are looking for:- Education
- Bachelor's degree in human resources, Information Systems, Business Administration, or a related field.
- Certified Change Management or project management designations is an asset.
- Experience
- 5-10+ years of progressive experience in HRIS, HR Operations, or HR Technology.
- Demonstrated experience leading a full-cycle HRIS implementation.
- Experience preparing organizations for large-scale technology or HR transformation initiatives.
- Experience with system selection, vendor management, and contract negotiations.
- Experience with change management, stakeholder engagement, and training development.
- Experience managing complex projects involving multiple stakeholders.
- Experience implementing or supporting AI-enabled HR technologies and digital transformation initiatives.
- Experience with data migration, testing methodologies, and system configuration.
- Experience developing metrics, KPIs, and HR dashboards.
- Knowledge, Skills & Abilities
- Strong understanding of HR processes, including recruitment, onboarding, talent management, performance management, compensation, benefits, payroll, and workforce analytics

- Expertise with HRIS platforms.

- Strong understanding of AI principles, data privacy, cybersecurity, and ethical technology practices.

- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."
Working Conditions:- Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week.

Ottawa Valley, our Chalk River site offers a beautiful natural setting with
forests, lakes, and wildlife right at your doorstep. Surrounding communities such as

hybrid position, with a combination of
remote work and onsite presence at our Chalk River Laboratory, Ontario.
