Job SummaryReporting to a Supervisor on the Homelessness & Supportive Housing team, this position is responsible for supporting the planning, development, implementation and ongoing management of homelessness programs and system initiatives, strengthening Coordinated Access and system integration, and supporting continuous improvement across Halton's homelessness response system to improve outcomes for individuals and families experiencing or at risk of homelessness.
Duties & Responsibilities- Plan, implement, and evaluate community and strategic initiatives aligned with Halton Region's priorities, including supportive housing initiatives and Coordinated Access system improvements
- Represent Halton Region at community initiatives, planning tables, and steering committees; build and maintain partnerships with supportive housing providers and community stakeholders to achieve project outcomes and support system integration
- Develop and implement policies, programs, and operational frameworks that enhance quality of life, strengthen housing stability outcomes, and improve service coordination for homeless and at-risk populations
- Monitor trends and conduct research, including surveys, focus groups, environmental scans, and program reviews, to identify best practices, support evidence-based decision-making and inform supportive housing program development
- Manage budgets for sub-projects and support the administration of Homelessness Prevention Program and Reaching Home Program funding allocations that provide funding to non-profit and charitable human services programs
- Provide policy, program and data analysis to support program planning, performance monitoring, and decision-making in Housing Services, and support service integration initiatives across the Social & Community Services Department
- Plan and coordinate engagement, capacity-building initiatives, and training opportunities for community stakeholders, service providers, and staff
- Perform other duties as assigned.
Skills & Qualifications- A Bachelor's Degree in a Human Services discipline or other relevant field such as Public Administration, Political Science, Planning or Business
- Five (5) years of relevant housing experience
- Exceptional communication, interpersonal, collaboration, and decision-making skills with the ability to effectively facilitate, engage and navigate interactions with internal and external stakeholders, demonstrating a high degree of political acuity
- Demonstrated analytical skills and business writing skills with experience in research and data analysis, policy and program development, project management, and continuous improvement practices.
- In-depth understanding of provincial legislation, local/provincial directives and funding programs relevant to Housing Services, including the Housing Services Act, Halton Region's Comprehensive Housing Strategy, the Ontario Works Act, and the Residential Tenancies Act, the Homelessness Prevention Program, Reaching Home
- Broad understanding and experience working collaboratively within the social housing and homelessness sector, including familiarity with Halton's Coordinated Access system and the network of community services providers serving Halton residents
- Technical proficiency in Microsoft Office Suite and familiarity with the Social Assistance Modernization System (SAMS), the Client Outcome Tracking System (COTS), and YARDI software for housing management
- An equivalent combination of education and experience will be considered
Working/ Employment ConditionsWorking Conditions- Travel will be required, incumbent must provide their own transportation.
