Housing Compliance AnalystSUMMARY: Leads Compliance Program, ensuring compliance on 1,000+ deed restricted units. Responsible for timely and accurate annual compliance for deed restricted units. Responsible for all default processes, including ensuring consistent application of the Rules and Regulations and Special Restrictions. Submits quarterly reports to the Housing Director and tracks data collection and analysis. This position works closely with the Town of Jackson and Teton County attorneys compiling and preparing for public hearings. The position reports to the Housing Manager, supervises the Compliance Specialist, and works closely with the Housing Manager and Housing Director.

- Lead timely and accurate annual compliance on deed restricted units; lead timely and accurate bi-annual compliance on all six-month deed restricted rental units.
- Supervisor the Compliance Specialist, ensuring timely and accurate reporting.
- Oversee and assist effective communication and consistent application and enforcement of regulations and procedures.
- Quarterly, collect, analyze, and report all compliance data to the Housing Director; conduct inspections of sites as required.
- Oversee all defaults, ensuring consistent application of the Rules & Regulations and Special Restrictions. When required, oversee and assist preparations and evaluations for Public Hearings and Court Cases.
- Work with the Housing Manager and Housing Director on all data storage, and software development and maintenance.
- Assist in evaluation and updates to Housing Rules and Regulations.
- Supports the relationship between the Town and County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and Town/County staff; maintains confidentiality of work-related issues and Town/County information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS:Education and Experience:- Bachelor's degree in planning, economics, public administration, engineering, data analytics, or related field.
- A minimum of 2 years work experience with a preference for individuals with experience working in planning, development, data analytics, property management, strategic planning, or similar fields.
Required Licenses and Certifications:- Must possess a valid Wyoming/Idaho Driver's License and maintain an acceptable driving record.
Required Knowledge of:- County organization, operations, policies, and procedures.
- Federal, state, and local laws, rules, regulations, and guidelines governing community housing programs, including occupancy and use restrictions, and homeowners' association covenants, conditions, and restrictions.
- United States Department of Housing and Urban Development (HUD) regulations, fair housing standards, Americans with Disabilities Act, and other public housing standards and procedures.
- Occupational safety and health rules and regulations.
- Principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards, and evaluation of customer satisfaction.
- Record keeping, case records management, and data management.
- Business computers, including standard and specialized software applications, and Geographic Information Systems.

Work Environment:- Work is performed in a standard office environment, with occasional trips to housing sites.
Pay Range: $87,137 - $100,209 per year
