Summary
Under general supervision, this position administers and coordinates assigned Department of Housing and Community Development projects and programs to ensure compliance with applicable programs guidelines and fiscal regulations; may perform related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Implements, administers, and oversees assigned housing, real estate, and community development programs and projects; serves as project lead for assigned activities.
2. Ensures programmatic and fiscal compliance with federal, state, and local regulations relevant to the Citys programs, projects, and activities under the entitlement discretionary programs in which it participates.
3. Coordinates, supervises, and trains assigned staff in the daily operations of assigned programs, projects, and initiatives.
4. Manages and coordinates departmental budgetary and financial activity including the preparation of budget documents; reviewing revenue and expenditures, analyzing discrepancies, and budget reconciliations and amendments, as assigned.
5. Supports the development of the Departments framework planning documents such as Five-Year Consolidate Plan, Annual Action Plan, Local Housing Assistance Plan, City Strategic Plan, and other planning documents as needed; submits and maintains documents as required.
6. Supports the development of programmatic and fiscal reporting documents such as the Comprehensive Annual Performance Report, SHIP Annual Reports; and other financial reporting documents; submits and maintains documents as required.
7. Prepares agenda items, status reports, plans, grant applications, and other documents as instructed.
8. Prepares and reviews RFPs; reviews funding applications, establishes review committees and forwards recommendations to the Department Director or designee.
9. Participates in and coordinates activities with other Departments related to housing and community development to ensure compliance with comprehensive plan policies and City planning programs and processes.
10. Assists the Department with responding to requests from HUD, the State, City Administration, other departments, and HCD assignments as needed, including preparation of agenda items, responding to audit findings, and responding to public information requests.
11. Prepares and monitors agreements with internal and external organizations which include ensuring compliance with agreement terms and monitoring performance.
12. Performs other duties as assigned
Salary
Depending on qualifications the starting salary for this position will be in the range of (Pay Grade 73):
Minimum Range - $87,184 Midpoint Range - $108,989

Qualifications
Bachelors with a major in Business Administration, Public Administration, Finance, Economics, or related field (education will be verified using the Education Requirements listed below) and five (5) years of experience in housing, community development, finance, or related comparable experience, or any equivalent combination of training and experience. One (1) year supervisory experience is required.
Two (2) years of direct experience overseeing the compliance of HUD CDP Programs such as CDBG, HOME, HOPWA and State SHIP Program is highly desirable.
A current and valid Florida drivers license or State of Florida Identification Card is required. A current and valid drivers license or Identification Card from any state may be utilized during the application process, with the ability to obtain the State of Florida drivers license or Identification Card before the first day of employment.
Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.
International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
