Office of Homeless Services (OHS) is seeking an experienced
Housing and Homeless Services Program Manager* who isresponsible for overseeing daily operations and performance across multiple shelter and housing programs. The role ensures alignment with County priorities, monitors program utilization, Homeless Management Information System (HMIS) compliance, and conducts onsite evaluations to maintain safety, quality, and contractual adherence. The position facilitates interdepartmental collaboration, manages relationships with contracted providers, and serves as a primary liaison during community and interagency meetings. Additional responsibilities include supporting contract compliance, ensuring accurate data and required reporting, analyzing program trends, and assists with resolving complex issues.
Key Responsibilities include but are not limited to:Program Oversight and Operations- Provide daily operational oversight for multiple County housing projects and initiatives.
- Ensure all programs operate in alignment with County strategic priorities.
- Monitor program performance metrics, bed/unit utilization, and HMIS compliance, consistent with coordination described during the HMIS Bed and Unit Inventory Demo.
- Conduct onsite support visits to evaluate program quality, safety, and adherence to contractual requirements.
Care Coordination Leadership- Lead cross-department care coordination efforts with the Department of Behavioral Health (DBH) (AJI, PACE, LTC), Transitional Assistance Department (TAD), Community Development and Housing (CDH) Department, Office of Emergency Services (OES), the County's Chief Executive Officer (CEO), County Counsel, and provider partners.
- Oversee referral pathways, client transitions between programs, and ensure timely delivery of services to support client stabilization and successful exits to permanent housing.
- Ensure care coordination workflows are organized, documented, and updated.
Interdepartmental and Provider Collaboration- Facilitate regular coordination meetings with county departments-including TAD, DBH, CDH, and OES.
- Build strong relationships with contracted providers operating shelters, residential programs, and supportive housing sites to ensure adherence to standards, reporting requirements, and performance objectives.
- Serve as primary liaison between OHS leadership and external organizations during community meetings and interagency collaborations.
Contract and Compliance Management- Support oversight of contract performance and compliance with County policies, state regulations, and funding requirements.
- Collaborate with DBH, County Counsel, the CEO, and procurement teams.
- Ensure programs maintain required documentation, outcome tracking, incident reporting, and adherence to Housing First principles.
Data, Reporting and System Coordination- Oversee HMIS data accuracy, monthly reporting, bed-inventory updates, and utilization tracking-mirroring coordination reflected during HMIS Bed and Unit Inventory Demo.
- Review provider reports, analyze program trends, and elevate issues needing departmental or executive attention.
- Ensure timely submission of required reports for state/federal grants, internal dashboards, and program monitoring.
Leadership and Team Support- Provide guidance and support to OHS staff working across multiple programs.
- Coordinate internal OHS strategic planning sessions and cross-team alignment meetings.
- Offer coaching, problem-solving assistance, and help staff navigate complex client cases or provider issues.

A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement may be available at current IRS rates. A clean driving record and proof of automobile liability insurance must be maintained.

Minimum RequirementsApplicants must meet the following education and experience requirements:
Education: A bachelor's degree in Public/Business Administration, Social Science, Psychology, Humanities, or a closely related field of study.
-AND-Experience:Three (3) years of full-time equivalent, progressively responsible professional administrative experience in a combination of the following areas: policy development and evaluation; strategic program planning, development, implementation, and evaluation; contract and grant development, administration, and monitoring; budget oversight; high-level research and data analytics; and interpersonal, public, and community relations. Experience must be obtained in a housing, homeless services, behavioral health, or social services program within a government agency, professional community organization, or closely related setting.
Experience must include at least one (1) year as a full-scope supervisor or manager over technical or professional staff. Experience may be concurrent.
Note:Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
Desired Qualifications The ideal candidate will possess a bachelor's degree and experience with the following:
- Program management, housing programs, behavioral-health service coordination, or homeless-services systems.
- Knowledge of HMIS, Housing First, crisis-response practices, and countywide care-coordination structures.
- Ability to coordinate large, interdisciplinary groups across county departments and provider networks.
- Strong communication, problem-solving, and relationship-building skills.
