Position SummaryThis position will lead the PSC's programmatic operations for the Home Energy Rebates (HER) Programs for the Energy Incentives and Rebates team in the Office of Energy and Innovation (OEI). The position will be responsible for duties related to analyzing complex financial, operational, and legislative information, such as analyses of program budget and expenditures, program policies and procedures, applicable federal and state legislation, administrative codes, and program guidance, to inform program operations and decision making.
The position will be the primary liaison responsible for coordination and collaborative efforts with the Department of Energy, other PSC staff, other state agencies, the third-party program administrator, program implementers, and program stakeholders. This position will work with other OEI staff and the program administrator to define program goals and develop analysis, written reports, visualizations, presentations, and other materials to communicate program status, performance, and progress toward goals.
The position will be responsible for the oversight of program administrators and implementers to ensure that program delivery and implementation strictly comply with applicable Federal statutes, Wisconsin state statutes, and program requirements and guidance established by the Department of Energy. The position will develop and recommend adjustments to HER policies and procedures and exercise oversight of key program functions within the PSC's duties including budgeting, contract management, investigation and resolution of customer issues, and stakeholder relations.

annual salary of $68,640-$96,907, plus excellent benefits. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

QualificationsQualified applicants will have experience with all the following: - Managing projects, programs or grants
- Activities may include managing federal or state grant programs or projects; defining business and technical requirements for projects/programs; tracking project/program deliverables, milestones, and progress.
- Analyzing, interpreting, and applying state or federal requirements for programs or projects.
- Providing stakeholder outreach and developing materials on program or project operations;
In addition, a well-qualified applicant has experience performing one or more of the following activities: - Experience with energy efficiency, energy grant or rebate programs, building technologies, or related energy policies.
- Analyzing or evaluating policies, procedures, or programs for effectiveness or impact.
- Activities may include participating on advisory committees; establishing performance measures, standards and baselines to evaluate impact of policy/ procedure/ program; recommend action based on results of analysis; apply appropriate analytical technologies to develop recommendations; etc.
- Providing financial oversight for a program or project.
- Activities may include financial reconciliations; developing, reviewing and monitoring budgets; assessing internal controls for prevention of fraud, waste, and abuse; responding to audit findings and tracking corrective actions; grant closeout.
