About the Role : Massachusetts' Office of Medicaid (MassHealth) is looking for an exceptional Healthcare Data Analyst to join the Analytics Department. The MassHealth Analytics team produces quantitative and qualitative analyses to inform business decisions at MassHealth. The selected candidate will report to the Deputy Director of Analytics and will collaborate closely with other MassHealth units to identify and answer key analytic questions to inform agency policy and operations.
The Healthcare Data Analyst will work closely with MassHealth's Program Integrity (PI) team, supporting efforts to safeguard public resources and uphold program accountability. This role will sit at the intersection of data, compliance, and cross-agency collaboration with a focus on supporting fraud, waste, and abuse (FWA) investigations and external audits. Analytic support will be provided by using SQL and data visualization tools to identify and understand key drivers of cost and utilization, as well as identify indicators of potential FWA. The ideal candidate will have an interest and comprehension of MassHealth programs in addition to experience interpreting and communicating analytic methods and results to stakeholders. The Analyst will be expected to work independently on multiple concurrent projects.
The primary work location for this role will be at 1 Enterprise Drive, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work-from-home days as needed.
Responsibilities : - - Develop and create complex statistical and analytical reports based on user needs
- Intake business requirements and translates them into design specifications used to develop reports
- The analyst helps design and manage data-driven reporting systems that include a multitude of datasets using a variety of databases and statistical tools (e.g. SQL).
- Conduct statistical data analyses, write statistical programming code for software such as (R, SAS, Python), and participate in the interpretation of results to be presented on business teams, in reports, meetings, and other forums.
- Provide data summary and reporting using various tools including but not limited to SQL code and running stored procedures. The analyst utilizes data visualization tools such to generate output for data coordination of research and presentation on web portals, dashboards or similar visual architecture as needed or requested.
- Lead analyses assessing provider billing patterns to produce audit targets and/or identify overpayments.
- Provide technical SME input to current vendors performing analytic work Support, assist, and guide the work of Data and Analytics colleagues and data consumers. Provide guidance on analytic methodology and technical tools needed to perform analyses
- Provide technical, data, systems, and methodological expertise for ongoing projects, as well as new initiatives
- Support the analytics team as appropriate through code review, serving as SME for key areas and improving and participating in internal process development
- Perform other duties as assigned
Preferred Qualifications : -
- Experience with SQL and other data manipulation tools.
- Experience in presenting analyses including the use of visualization software such as Tableau.
- Experience working with healthcare data and large complex databases.
- Ability to maintain positive relationships with a variety of senior level stakeholders.
- Ability to work with technical, programming, and analytic staff and contractors.
- Solid verbal and written communications skills.
- Knowledge of the Massachusetts health care industry and market dynamics is a plus
- Ability to prioritize numerous tasks, and to work under time constraints.

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology data analytics, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for the required experience .
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
