Job Description:

Responsibilities

The Health Program Administrator II will be located within the AIDS Institute's Office of Medicaid Policy and Healthcare Financing. The incumbent will have oversight responsibilities related to the provision of Health Home Care Coordination services for people living with or at high risk of acquiring HIV and other populations served by the AIDS Institute. Duties include, but are not limited to: making recommendations for and contributing toward the development of policies, standards and guidance; analyzing federal and state policy changes and recommend updates to program requirements based on shifting federal and state mandates and public health priorities; coordinating, monitoring and conducting site visits; providing technical assistance to Health Home program providers and to internal AIDS Institute and Department of Health staff, and other government agency staff; assessing the effectiveness and quality of programs and provider compliance with program goals, policies and guidance; developing program reports and correspondence; supervising staff; representing the AIDS Institute on interagency committees, and other and other duties as assigned.

Minimum Qualifications

A Bachelor's degree in a related field and four years of experience in the administration of fiscal, personnel, or other related operational activity; OR an Associate's degree in a related field and six years of such experience; A Master's degree in a related field may substitute for one year of such experience. At least two years of experience must have included supervision of staff and/or program management.

Preferred Qualifications

Master's degree in a related field. At least three years' experience managing, developing, and implementing Medicaid programs that provide care and services to people living with HIV (PLWH). Knowledge and familiarity of Health Home Care Management and development of integrated health care service models. Experience ensuring compliance with Medicaid regulatory requirements. At least one year of experience with contract and fiscal management and provision of technical assistance to service providers. At least three years of experience supervising staff.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 10% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.
