Job Description:

The person will coordinate the Office of MaineCare Services’ (OMS) efforts to design and implement HIT strategies to support a value-based transformed health care system, promote member-centered system interfaces, and use data to drive process or quality improvements. This position serves on project teams as either a subject matter expert or a project lead; this includes helping teams design solutions that meet needs across policy, programmatic, operational, administrative, and technical areas. As such, the person in this position must be highly collaborative in nature while also being able to accomplish unique independent work as the single HIT Coordinator for OMS. The person in this position must be able to develop and maintain good working relationships with colleagues at all levels across state agencies, external vendors, and federal agencies. The person in this position must also be able to represent OMS and DHHS professionally and in alignment with agency priorities and strategy.

Job responsibilities include:

•        Acting as DHHS’ primary liaison to the Centers for Medicare & Medicaid Services (CMS) Data & Systems Group for the primary purpose of requesting and reporting on expenditures of Medicaid enhanced federal funding, and related information, via Advanced Planning Documents (APDs) for modules under the MES;

•        Working with program, contract management, finance, and technical teams across DHHS on APD-related development, maintenance, and reporting; developing, improving, and documenting processes related to the same.

•        Overseeing the contract for DHHS-funded activities of the statewide Health information Exchange (HIE) and leading cross-DHHS coordination for effective operations and strategy related to this work.

•        Serving as a subject matter expert on federal requirements related to HIT, including monitoring, evaluating and advising on Federal and state rules and regulations that relate to HIE and interoperability; determining how federal requirements related to HIT impact OMS and our partners.

•        Assessing and advising on opportunities to advance interagency and cross-payer collaboration, integration, efficiency, and cost savings through meaningful data sharing, system alignment, etc. that support OMS initiatives.

•        Engaging and/or leading contract procurement and management processes for new and ongoing HIT initiatives, including drafting Requests for Proposal and contract language and overseeing vendors to ensure contract deliverables are met on time and within budget.

•        Actively participating in educational and collaborative forums to develop or maintain subject matter expertise in the area of HIT and APDs.

 

Minimum Qualifications:

To qualify, you must have an eight (8) year combination of education and/or experience comprised of healthcare or health plan administration; public policy research, design and implementation; and/or healthcare-related program operations and analytics. Professional degree in public administration, healthcare administration, public health or other comparable field preferred.

Preferred experience includes:

•        Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations

•        Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage

The background of well-qualified candidates will demonstrate the following competencies:

1.        Ability to track, understand, organize, and synthesize complex information and documentation, and an ability to communicate that information to a variety of technical and non-technical audiences, including those working in information technology, health systems, and public health.

2.        Ability to interpret state and federal regulations and guidance related to HIT.

3.        Experience with contract and vendor procurement and management best practices, with a focus on accountability for outcomes.

4.        Ability to analyze, evaluate, interpret, and communicate data to make recommendations and inform decision-making.

5.        Strong verbal and written communication skills.
