Job Description:

Role Purpose

Accountable for leading a centralized Retail Excellence & Compliance capability that ensures consistent, compliant, and audit‑ready operations across bp’s Mobility & Convenience Americas retail network.

This role integrates licensing and regulatory compliance, risk controls, retail field auditing, and operational advisory support to protect business continuity, reduce regulatory and operational risk, and enable strong, consistent store execution across all banners and channels of trade.

Key Accountabilities

Strategy, Governance & Operating Model

  • Lead the Retail Excellence & Compliance strategy, aligned to M&C Americas priorities and operating model transformation objectives.
  • Establish and maintain clear enterprise standards, governance, and operating rhythms that ensure consistent compliance and execution across company‑owned and supported retail sites.
  • Serve as the central owner for regulatory and operational risk enablement, balancing strong controls with practical, site‑level execution.

Licensing, Regulatory Compliance & Risk Enablement

  • Own end‑to‑end licensing and permitting administration across the retail portfolio, including fuel, retail, alcohol, tobacco, food service, environmental, and other site‑level operating licenses.
  • Ensure accurate, timely renewals, centralized visibility, and zero‑lapse execution across all jurisdictions.
  • Partner closely with Legal, Finance, and Operations to interpret regulatory requirements and translate them into clear, executable site‑level standards.
  • Design and maintain audit‑ready compliance processes, controls, and documentation to support internal and external regulatory reviews.
  • Proactively identify regulatory and operational risk themes and drive mitigation actions across the network.

Retail Field Audits & Operational Assurance

  • Lead the Retail Field Audit program, ensuring consistent assessment of operational standards, regulatory compliance, and execution.
  • Translate audit findings into measurable corrective actions, clear ownership, and continuous improvement initiatives.
  • Establish closed‑loop reporting and governance to ensure remediation effectiveness and sustained compliance improvement.

Operational Optimization & Advisory Support

  • Provide retail operations advisory support that enables sites and field leaders to follow regulatory requirements while improving execution efficiency and guest experience.
  • Align compliance standards with broader Retail Excellence initiatives, ensuring policies, tools, and processes are practical and scalable.
  • Partner with Operations to support change adoption, stabilize execution, and improve operational reliability.

Transformation, Integration & Change Management

  • Lead the integration and stabilization of newly transferred or centralized compliance, audit, and risk‑related activities.
  • Drive effective change management, partner alignment, and adoption of new standards and controls across the field.
  • Support growth, remodels, acquisitions, or operational changes from a regulatory, licensing, and readiness perspective.

People Leadership

  • Build and lead a high‑performing, multidisciplinary team spanning Retail Excellence, Compliance, Licensing, and Audit capabilities.
  • Effectively manage a geographically distributed delivery model (including US‑based leadership and offshore execution support).
  • Foster a culture of accountability, clarity, continuous improvement, and partnership with Operations.

Skills & Experience (Required)

  • Senior leadership experience in retail operations excellence, compliance, regulatory operations, or multi‑site operational environments.
  • Demonstrated ownership of licensing, regulatory compliance, audit readiness, and operational controls at scale.
  • Proven ability to translate regulatory requirements into practical, field‑executable standards.
  • Strong experience leading cross‑functional teams and integrating new capabilities into established operating models.
  • Demonstrated success inspiring change, adoption, and execution rigor in complex, matrixed organizations.

Skills & Experience (Preferred)

  • Experience in convenience retail, fuel, fleet/travel center, QSR, or franchise‑based environments.
  • Exposure to multi‑state regulatory frameworks, licensing administration, or retail petroleum compliance.
  • Experience working with risk, audit, tax, or insurance partners.
  • Familiarity with global or hybrid delivery models.
  • Strong analytical orientation with experience leveraging KPIs, audit findings, and risk insights to drive improvement.
