Summary Description

Under general direction, to perform high-level professional work and management of grant research, administration, and coordination on a City-wide basis. Identifies grant funding opportunities and needs, monitors grant allocations and reporting, and works closely with various departments to effectively manage grants.
Representative Duties

  1. Performs and provides professional grants management and administration for the City and its departments; identifies and researches grant funding opportunities, develops documentation and applications, performs general administration, and monitors reporting and documentation associated with grant funding sources.
  2. Communicates, determines, and assists with grant eligibility and provides technical assistance and training to departments in grant writing, preparation, and overall grant management; instructs and trains departments and staff on effective grant application, administration, and management.
  3. Develops and implements administrative procedures and controls for grant application and administration processes; facilitates interdepartmental coordination and communication to ensure grants are administered in a timely manner according to grant requirements.
  4. Works closely with other city departments to develop processes and procedures for financial administration of grants; coordinates and facilitates the processing of grant payments and reimbursements.
  5. Maintains, edits, and updates centralized reports of Citywide grants, performs program evaluation and auditing, and provides financial analysis and tracking of grant funds; reports grant activity and progress to City management.
  6. Serves as the central contact position for online grant application submittals and reporting to state and federal agencies regarding grants and general administration.
  7. Researches, analyzes, and pursues grant and other funding opportunities; determines Agency eligibility, identifies potential conflicts, and writes sections of federal, state and other grant applications; coordinates the grant application process, including ensuring other department staff complete their sections within the specified timeline; coordinates the contracting process once grants are awarded.
  8. Plans and conducts management and project analyses related to grant-funded projects; analyzes alternatives and makes recommendations; coordinates tracking and reporting of fiscal, labor and contract reporting activities with contractors, consultants, and other departments.
  9. Monitors grants inventory to ensure compliance with reporting deadlines and other grantor requirements; develops solicitations for proposals for new grant cycles; in coordination with contract grant managers and procurement department, reviews proposals and makes recommendations for project funding.
  10. Facilitates and represents the City in interactions with grantors including preparation for and participation in site visits, internal and external audits and coordination of member agencies.
  11. Provides leadership and technical guidance as a City-recognized subject matter expert and advisor in grants and contract administration; research trends and patterns to develop new and update exiting policies and procedures; oversees quality assurance and quality control activities within areas of expertise.
  12. Perform other duties as assigned.

Experience, Education and Licenses

Education:
Minimum eighteen (18) years of age.
Must possess a high school diploma from an accredited high school or GED equivalent.
Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.
Bachelor's degree or equivalent from an accredited college or university in public or business administration, or a related field.

Experience:
Five years or more in research, finance, or public administration, including experience in grant administration, grant management, grant coordination, obtaining funding for grants projects and programs, and grant writing or an equivalent combination of education, training, and experience.
