Position Overview

FlexTek has partnered with an environmental services company to hire an experienced Government Contracts Manager to support the growth, retention, and successful management of municipal and government contracts throughout the region.

This position is ideal for someone who combines strong contract management and government bidding experience with excellent organizational, customer service, negotiation, and presentation skills. Experience working with local government bids, municipalities, RFQs, and RFPs is highly preferred.

The Government Contracts Manager will partner closely with regional and branch leadership to identify new opportunities, retain existing contracts, develop competitive proposals, and build productive relationships with government officials and customers.

Because this role includes negotiations, presentations, conferences, and meetings with public officials, candidates should be comfortable speaking and presenting in front of groups.

Key Responsibilities

  • Partner with Regional and Area leadership and Branch Management to develop market plans for assigned service areas.
  • Manage government and municipal contracts to support successful implementation, profitability, compliance, and customer satisfaction.
  • Identify and pursue new government contracting opportunities, including RFQs, RFPs, public bids, renewals, and privatization opportunities.
  • Coordinate government contract marketing efforts with broader disposal and acquisition strategies.
  • Maintain accurate and current contract reporting and databases, including annual revenue, profit margins, price increases, expiration dates, and other key performance metrics.
  • Proactively monitor contract expiration and renewal dates and work with regional and branch management to develop effective retention strategies.
  • Assist with cost analysis, proposal development, contract negotiations, and the development and review of contract language.
  • Develop and deliver professional presentations to government officials, municipal representatives, customers, and other groups.
  • Build and maintain strong working relationships with government officials and customers, providing a high level of responsiveness and customer service.
  • Maintain government contract prospect and privatization opportunity lists.
  • Partner with the mergers and acquisitions team to identify potential acquisitions that complement current or prospective government contract opportunities.
  • Identify, manage, and coordinate participation in annual government and municipal conferences to maximize company exposure and business-development opportunities.
  • Ensure activities comply with applicable laws, regulations, ordinances, company policies, procedures, and management directives.
  • Perform additional duties and responsibilities as requested by management.
Qualifications

  • Demonstrated experience managing contracts from opportunity identification through implementation, renewal, and retention.
  • Experience preparing, coordinating, responding to, or managing RFQs, RFPs, and competitive bid processes.
  • Local government, municipal, or public-sector bidding experience is strongly preferred.
  • Strong organizational and project-management skills with the ability to manage multiple contracts, deadlines, renewals, and opportunities simultaneously.
  • Strong customer-service mindset with the ability to develop lasting relationships with internal and external stakeholders.
  • Excellent written and verbal communication skills.
  • Comfortable speaking publicly and presenting to groups, including government officials and municipal stakeholders.
  • Ability to analyze contract economics, pricing, margins, and related business information.
  • Ability to collaborate effectively across operations, sales, leadership, disposal, and mergers and acquisitions teams.
  • Waste or environmental services industry experience is a plus, but is not required.
What We're Looking For

The successful candidate will be a highly organized, relationship-driven professional who understands how to navigate formal contracting and bidding processes. You should be comfortable managing the details behind a contract while also stepping into a city meeting, negotiation, conference, or presentation and confidently representing the organization.

We're particularly interested in candidates with backgrounds in government contracting, municipal services, public-sector sales, infrastructure, utilities, transportation, construction, environmental services, or other industries that regularly compete for local government contracts.
