Full Job Description
The Government Affairs Manager will develop and execute a strategy to support Serve's growth and expansion into new markets across the Western United States, with a focus on Midwest and Eastern US. You will build relationships with lawmakers, governmental agencies, nonprofits, and other stakeholders and advocate for the future of autonomous delivery.

JOB DUTIES
  • Develop and execute a comprehensive government affairs strategy aligned with the Serve Robotics business goals, and ensure their effective implementation
  • Be point of contact for stakeholder engagement and issues management at community meetings including town halls, regulatory hearings, etc
  • Coordinate with functional and technical team members as appropriate
  • Monitor and analyze regulator sentiment, concerns, and feedback, and work with the Policy team to develop proactive strategies to address issues and maintain positive relationships
  • Build and foster relationships with external stakeholders including, but not limited to, local elected officials, industry coalitions, community partners, regulatory bodies, and neighbors/landowners within Serve Robotics markets
  • Maintain an internal government affairs database, ensure all contact or activities are recorded, and run reports, as needed
  • Represent the organization at government meetings, events, and forums, serving as a spokesperson and advocate for Serve Robotics operations
  • Develop and produce written and oral communications on Serve Robotics operations for public dissemination including one pagers, town halls, public testimony, etc
  • Provide regular reports and updates to senior management on government affairs activities, outcomes, and key performance indicators, as well as the performance and development of the government affairs team


EXPERIENCE, QUALIFICATIONS, & SKILLS

Required Experience, Qualifications, and Skills
  • 4+ Years of experience in government relations, public policy, political organizing, legislative staffing, public affairs, or related field
  • 2+ Years of experience working with policymakers across different political parties
  • Bachelor's degree in a relevant field or equivalent practical experience
  • Familiarity with legislative cycles, processes, operations, best practices, strategies, workflows, and stakeholder correspondence
  • Experience managing consulting teams and lobbyists
  • Strong writing and presentation skills including preparing briefing documents, analyses, policy and legislative recommendations, correspondence, requests for information, and other legislative documents
  • Strong interpersonal skills, including experience speaking at conferences, and attending and staffing official engagements, events, meetings, and/or travel
  • Proven ability to engage with internal and external stakeholders at all levels, including executives and build effective relationships
  • Demonstrated success in developing and implementing government relations strategies, preferably in the tech or micromobility sectors
  • Excellent communication, interpersonal, and public speaking skills, with the ability to engage diverse audiences and build consensus
  • Proficient in setting clear objectives and meeting them, with the ability to measure and communicate the impact of government relations initiatives
  • Experience working with business operations, financial and legal team members
  • Ability to travel 40% of the time

  • Experience in risk management and compliance, with the ability to design and enforce policies
  • Track record of successful cross-functional collaboration with internal teams (e.g., engineering, product) and external partners
  • Proven leadership in project ownership and team management
  • Multi-lingual strongly preferred

Additional Information
  • Ability to work weekends (Sunday - Thursday; Tuesday-Saturday)
  • Flexibility to work weekends and holidays (remote), as part of on-call safety rotation
