Description

The GIS Coordinator's primary purpose is to plan, design, manage, and maintain utility geospatial information to support activities such as utility system operations and maintenance, plan review, asset management, modeling, and master planning. Work is performed under the supervision of the Utility Engineering Supervisor and will lead the GIS Team while orchestrating complex GIS endeavors that drive tangible impact. In this role, you will serve as a trusted GIS leader and subject matter expert, partnering with utility professionals across Cary to ensure accurate, accessible, and innovative geospatial information supports critical decision-making.

**The anticipated hiring range for this position is $80,059.20 - $95,700.80. Applicants who possess relevant certifications and experience may be eligible for higher starting pay.
Typical Tasks

  • Provides GIS leadership for the planning, design, management, improvement, and maintenance of Cary9s utility GIS systems and data.

  • Coordinates and monitors daily tasks and activities of the two Utility GIS Specialists and provides technical training and guidance.

  • Serves as the utility GIS program liaison, technical support contact, and subject matter expert, both within the Utilities Department as well as Cary-wide.

  • Manages periodic GIS improvement projects and GIS data acquisition surveys.

  • Creates and maintains utility GIS standards, procedures, and best practices for data collection, integration, editing, management, and archiving.

  • Trains and educates staff regarding the use of GIS and assists with GIS analysis and problem resolution.

  • Coordinates communication and data interaction between utility GIS and other Cary data sources such as Salesforce, ESO fire software, SAS, and Naviline.

  • Performs other job-related tasks as required.

Knowledge, Skills and Abilities

Thorough knowledge of civil engineering practices and procedures; thorough knowledge of ArcGIS Pro, ArcMap, ArcGIS Online and other related software and equipment; thorough knowledge of the practices, methods and equipment as applied to related storm water and utility projects; thorough knowledge of modern methods and techniques as applied to the design of infrastructure projects; thorough knowledge of civil engineering terms and techniques, design and drawing procedures and techniques; ability to perform difficult engineering computations on engineering problems; ability to use analytical skills to diagnose and identify solutions that will resolve complex technical problems; ability to research and keep and maintain accurate records; ability to establish and maintain effective working relationships with associates and the general public; ability to communicate complex technical information effectively with engineers and other professional staff members; and effectively, orally and in writing; skill in the use of related civil engineering instruments and equipment; ability to use programming languages (Python, Arcade, VBScript, Jscript, etc.) to write scripts for workflow automation; ability to read and interpret surveys, records, deeds, construction, and plat drawings; ability to create customized reports using GIS; ability to model spatial data including network modeling and/or complex spatial analysis; ability to exercise good judgment, decision making, and creativity; ability to work independently and as part of a team; ability to readily grasp complex architectural environments; ability to work from general direction in the development of detailed solutions; ability to effectively communicate complex technical information verbally and in writing in simplified form for staff who may not be familiar with information and processes; ability to identify business processes that can benefit from efficiencies provided by GIS; ability to manage projects.

Minimum and Preferred Qualifications

Requires any combination of education and experience equivalent to graduation from a four-year college with a Bachelor9s degree in Civil/Environmental Engineering, Geography, GIS, Computer Science, Information Systems/Technology, or related field and considerable GIS experience related to engineering, utilities and project management.

Geographic Information Systems Professional (GISP) certification strongly preferred.

5+ years of experience working with ESRI software preferred.

Requires a valid driver9s license with an acceptable driving record.
