The Defense Sector at Leidos, supporting the Maritime Readiness Division, is seeking a Freight Operations Manger to support a dynamic high growth organization. The Freight Operations Manager will work from Aiea, HI and support logistics for DoW across the PACOM AOR.

The Freight Operations Manager serves as the Logistics Platform Manager’s principal subject matter expert for land-based freight transportation in support of ILS-2 Pacific logistics operations. The Freight Operations Manager is responsible for the planning, coordination, execution, and oversight of surface freight movements across the operating area, including commercial trucking, line-haul transportation, local drayage, specialized and oversized cargo movements, and other ground transportation requirements. This position provides operational guidance on carrier selection, routing, scheduling, cargo handling, equipment requirements, safety, regulatory compliance, and risk management, while ensuring land transportation resources are aligned with mission priorities, customer requirements, and established performance standards.

As the land transportation SME the Freight Operations Manager coordinates closely with the Chief Pilot, Port Captain, site and country operations teams, subcontractors, freight forwarders, carriers, and other logistics stakeholders to ensure the seamless movement of cargo across air, sea, and surface transportation networks. The Freight Operations Manager monitors freight operations and carrier performance, identifies and resolves transportation constraints, supports contingency and surge planning, and recommends alternate routing or transportation solutions when operational conditions change. The position also supports the development and standardization of land transportation procedures, validates operational readiness and provider capabilities, and provides the Logistics Platform Manager with expert advice on the cost, capacity, reliability, and operational risk associated with surface freight operations throughout the Pacific area of responsibility.

Primary Responsibilities

  • Report to Logistics Platform Manager for vessel operations across programs

  • Plan, coordinate, and oversee land-based freight transportation operations throughout the Indo-Pacific AOR

  • Serve as the Logistics Platform Manager’s principal subject matter expert for trucking, drayage, line-haul, specialized freight, and other surface transportation activities.

  • Develop transportation plans, routing strategies, schedules, and execution requirements for routine, priority, surge, and contingency cargo movements.

  • Coordinate the movement of cargo between ports, airports, warehouses, customer locations, project sites, and other logistics nodes.

  • Evaluate and recommend qualified motor carriers, freight forwarders, subcontractors, and transportation service providers based on capability, capacity, performance, cost, and operational risk.

  • Monitor carrier and subcontractor performance to ensure compliance with contractual requirements, delivery schedules, safety standards, and established service levels.

  • Ensure land transportation activities comply with applicable host-nation laws, transportation regulations, permitting requirements, safety standards, and contractual requirements.

  • Identify transportation constraints, bottlenecks, capacity limitations, and other operational risks and develop appropriate mitigation strategies.

  • Coordinate specialized transportation requirements, including oversized, overweight, hazardous, sensitive, high-value, or otherwise mission-critical cargo, as applicable.

  • Provide operational oversight of cargo pickup, staging, loading, transit, delivery, and handoff activities to ensure accountability and continuity throughout the transportation process.

  • Maintain visibility of active freight movements and provide timely status updates, exception reporting, and escalation of significant operational issues.

  • Coordinate closely with the Chief Pilot and Port Captain to support integrated multimodal transportation planning and seamless transfer of cargo between air, sea, and land transportation networks.

  • Support contingency planning, emergency response, surge operations, and alternate routing requirements when normal transportation channels are disrupted or unavailable.

  • Assess transportation capacity and infrastructure within the operating area and advise leadership on limitations, vulnerabilities, and opportunities for improving freight movement.

  • Develop, maintain, and standardize procedures, processes, and best practices governing land transportation operations across the program.

  • Support cost analysis, transportation estimates, rate evaluations, and recommendations for the most operationally effective and cost-efficient movement solutions.

  • Validate transportation provider readiness, equipment availability, driver qualifications, and other operational capabilities necessary to meet mission requirements.

  • Coordinate with site operations, country teams, customers, vendors, warehouses, and other logistics stakeholders to synchronize transportation requirements and priorities.

  • Analyze freight performance data, delivery metrics, operational trends, and recurring issues and recommend corrective actions or process improvements.

  • Provide technical guidance, training, and operational support to personnel involved in planning, coordinating, and executing surface freight movements.

  • Support the development of statements of work, transportation requirements, subcontractor scopes, performance standards, and other documentation associated with land transportation services.

  • Maintain awareness of changing transportation conditions, infrastructure limitations, regulatory developments, security considerations, and regional events that may affect freight operations.

  • Advise the Logistics Platform Manager on land transportation capacity, cost, schedule, reliability, operational feasibility, and risk.

  • Perform other freight transportation and logistics duties as required to support successful execution of the mission.

Basic Qualifications

  • Position requires the ability to perform in an arduous duty environment.

  • Bachelor’s degree in Logistics, Supply Chain Management, Transportation, Business Administration, or a related field; relevant experience may be considered in lieu of a degree.

  • Minimum of 10 years of progressively responsible experience in freight transportation, surface logistics, transportation management, or supply chain operations, including at least 5 years in a senior operational or subject matter expert role.

  • Demonstrated expertise in commercial freight transportation, including trucking, drayage, line-haul, carrier management, routing, scheduling, cargo handling, and multimodal operations.

  • Experience supporting complex, time-sensitive, specialized, oversized, hazardous, or mission-critical cargo movements.

  • Experience supporting U.S. Government, Department of Defense, federal contracting, military logistics, or other large-scale mission-driven logistics operations.

  • Demonstrated ability to evaluate carrier capabilities, transportation capacity, cost, performance, and operational risk and to develop effective contingency and alternate-routing solutions.

  • Strong leadership, communication, and decision-making skills, with the ability to advise senior leadership and operate independently in dynamic, high-tempo environments.

  • Ability to travel domestically and internationally and meet applicable passport, visa, medical, security, and country-entry requirements.

Preferred Qualifications

  • Master’s Degree

  • PMP Certification

  • Experience working in OCONUS, international, or geographically dispersed environments; Indo-Pacific experience is preferred.

  • Certified Supply Chain Professional (CSCP), Certified in Logistics, Transportation and Distribution (CLTD), or comparable logistics or supply chain certification.
