Job Description
The Utah Department of Transportation (UDOT) is looking for a driven, detail-oriented, and team-focused individual to work as an integral member of the Department's Rural Public Transit (RPT) team. The RPT team is responsible for administering the Federal Transit Authority (FTA) formula and discretionary grants on behalf of the Department. The grants received by the Department cover transit and public transportation activities in the Rural and Non-Urban areas of the state.
The RPT Fixed-Route Client Manager (Engineering Manager I) reports to the RPT Program Manager. The Fixed-route Client Manager works with FTA formula grant award subrecipients who operate fixed-route and on-demand transit services in rural areas of Utah. They are responsible for managing the FTA Section 5311 program (small urban and rural) and 5339 program (bus and bus facilities) and providing technical assistance to rural fixed-route providers, local governments, Native American tribes, and private transportation providers to encourage growth and preservation of transit services. This list is not exhaustive as other opportunities and assignments will occur from time to time. This position will effectively coordinate with internal RPT team members as well as build relationships with external partners, stakeholders, and transit providers.

Principle Duties
As the Fixed Route Clint Manager, your duties will include:
  • Responding to subrecipient and applicants requiring FTA and RPT guidance
  • Coordinating subrecipient meetings related to the application process
  • Managing subrecipient applications and project requests
  • Reviewing subrecipients' submitted applications for eligibility
  • Completing subrecipient risk assessments
  • Negotiating and formulating contracts with subrecipients
  • Overseeing awarded projects related to schedule, performance and funding
  • Providing contract-specific technical assistance to subrecipients
  • Receiving and reviewing performance measures and milestone reports
  • Reviewing subrecipient invoices
  • Assisting in procurement review for subrecipients who perform their own procurements
  • Providing guidance related to project environmental requirements
  • Coordinating with the RPT Compliance Officer to ensure report accuracy
  • Assisting with RTAP funding and coordination with URSTA
  • Facilitating research and other needed studies
  • Coordinating NTD/TAM reporting with the Compliance Officer
  • Interpreting federal program guidelines
  • Preparing program information for distribution to subrecipients
  • Understanding federal grant application requirements with FTA
  • Assisting in the development and administration of policies and procedures necessary for assuring compliance with detailed and complex federal rules and regulations including, but not limited to, Disadvantaged Business Enterprise, Title VI, Americans with Disabilities Act, Buy America, and competitive procurement
You may also assist with:
  • Overseeing statewide transit planning efforts
  • Cross-training in order to provide back-up to other staff members
  • Process improvement projects that benefit the RPT team
  • Organizational e-filing

Minimum Qualifications
In order to qualify, you must have all of the following:
  • Be registered as a professional engineer (PE) in Utah.
  • Have at least two (2) years of engineering experience following licensure as a PE.

Preferences
Preference may be given to those who have at least one of the following:
  • At last five (5) years of experience in grant management/development, financial management, accounting, financial forecasting, transportation planning, or other related areas.
  • Directly related experience with the Federal Transit Administration related to grants management.

Knowledge, Skills, & Abilities
Here are some of the knowledge, skills and abilities that are typically associated with the job, though not all-inclusive:
  • General understanding of Federal Transit Administration regulations and including Civil Rights, procurement, Buy America etc.
  • Demonstrate a strong attention to detail
  • Working knowledge of accounting principles, policies and internal controls
  • Ability to interpret complex federal and state laws, rules, regulations, policies, and guidelines related to grant management
  • Knowledge of grants administration including program management, procedures, and techniques
  • Knowledge of grants and grant administration systems, processes, and budgeting
  • Competency with procurement and/or administration of contracts, grants, or similar agreements
  • Possess a high degree of initiative to find solutions and meet deadlines
  • Work independently, with the ability to work under pressure
  • Be able to organize, prioritize and manage multiple projects independently, often with tight deadlines
  • Excellent research and analytical skills
  • Ability to analyze and systematically compile technical and statistical information and to prepare reports and correspondence; comprehend and make inferences from written material; interpret federal, state, and local government laws and regulations regarding grant contracts and administration; review the work products of others to ensure conformance to standards; communicate orally and in writing; work effectively with a variety of staff, executive management, other governmental representatives, and the public
  • Highly Proficient in Google and Microsoft products. Ability to create databases is a plus
  • Speak and write clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally
  • Ability to deal professionally, respectfully, and tactfully with others and provide stellar customer service
