Job Duties

Performs advanced and skilled accounting, administrative and technical work in the implementation of overall agency grant management, federal reporting, and compliance. Maintains a high level of professionalism with internal and external relationships. Assists the Public Health Infrastructure Grant (PHIG) Principal Investigator and PHIG Grants Manager in the development and implementation of goals, reporting, and procedures relating to accounting, grant management, and audit preparedness. Works collaboratively with the Office of Grant Administration (OAG) on preparation of Federal Financial Reports. Identifies expenditure variances and recommends methods, strategies, and procedures to ensure allocated resources are neither exceeded nor significantly under-spent. Serves as a resource to Program Offices and LHD staff and contractors on resolving complex grant-related fiscal functions; develops procedural changes and/or recommends process changes; responds to inquiries and audit activities, recommends corrective actions, and ensures appropriate follow-up. Stays current on federal and state grant regulations to ensure agency compliance. Performs all other related work as required.

This is a restricted position, which is solely funded by the Public Health Infrastructure Grant for 1.5 year period ending 11/30/2027. The availability of funding is scheduled for review 10/01/2027 and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

1. Considerable knowledge of principles and practices of accounting and municipal finance and grants management
2. Extensive knowledge of the laws governing the administration of state and federal grants
3. Working knowledge of computer operations including accounting/financial management software applications
4. Experience preparing financial reports and maintaining detailed and extensive records
5. Ability to work effectively under time constraints to meet deadlines
6. Experience working effectively with local, state, and federal agencies and officials
7. Demonstrated ability to foster teamwork and collaboration and work well with others in a variety of settings
8. Ability to communicate effectively, orally and in writing
9. Experience providing training and technical guidance/consultation to a variety of audiences
10. Skill in the operation and maintenance of various types of office equipment, including accounting software, word-processing, and Excel spreadsheets

Additional Considerations

1. Experience in federal grant application development, submission, and reporting.
2. Experience developing and preparing federal grant budgets.
3. Experience managing federal budgets of at least $25 million, including expense reports, budget estimation, and briefing leadership regarding unspent funds.
