Financial Reporting Manager (PSA, Opt. 8C)

Position Overview:

The Illinois Department of Juvenile Justice is seeking a motivated and detail-oriented candidate to serve as the Financial Reporting Manager in the Springfield office. The ideal candidate for this role will possess previous experience with preparing required financial statements and reports as required by the Illinois Office of the Comptroller, Statewide Accounting and Management System (SAMS) manual, in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) Statements of Standards, and the Governor's Office of Management & Budget ACFR. In this position, the incumbent will plan, organize, and direct financial review functions and special projects related to agency programs, and their reporting within the Department, and projects involving financial impacts of departmental computer systems. Essential Functions:

  • Under Administrative Direction, serves as the Financial Reporting Manager for the Department of Juvenile Justice (DJJ).
  • Plans, organizes, and directs financial review functions and special projects related to Agency programs, and their reporting within the Department, and projects involving financial impacts of departmental computer systems.
  • Prepares account reconciliations for State and Locally Held Funds including receipts, cash balances, appropriation, and obligation balances.
  • Documents financial statements, federal collection reports, and reconciliation of financial records with State Comptroller to ensure Generally Accepted Accounting Principles (GAAP) are followed in all accounting systems that interface with Statewide Accounting System (SAP).
  • Reviews internal fiscal controls of receipts and expenditures:
  • Confers with managers regarding accounting policy issues, adheres to established fiscal rules and regulations, Administrative Directives and the Agency's fiscal responsibilities:
  • Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.


Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, with coursework in accounting, auditing, finance, business, or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in accounting, external auditing, budgetary planning and control for a public or business organization
  • Requires an Illinois Certified Public Accountant license.


Preferred Qualifications (In Order of Significance):

  • Prefers three (3) years of experience with fiscal management, compliance auditing, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
  • Prefers three (3) years of experience with financial statement preparation, analysis review of financial data, and reconciliations of various financial data.
  • Prefers three (3) years of experience using accounting systems (e.g. SAMS, ERP/SAP) or similar systems.
  • Prefers three (3) years of experience working with the principles of governmental accounting and recommending alternative methods for fiscal problem resolution.
  • Prefers thorough knowledge developing financial reports, policies and procedures.
  • Prefers two (2) years of experience with annual financial reporting processes.


Conditions of Employment:

  • Requires the ability to pass an Illinois Department of Corrections (IDOC)/Illinois Department of Juvenile Justice (IDJJ) background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
