Summary

About the Position: Service as the Financial Manager responsible for directing and overseeing the comprehensive financial program for an organization. The role focuses on ensuring financial compliance, fiscal efficiency, and providing strategic advisory support to leadership to enable successful mission execution.

Duties

Help

  • Develop and maintain integrated accounting and financial management systems.
  • Plan, develop, and coordinate comprehensive financial management programs including budgeting and resource allocation.
  • Supervise financial management staff and provide guidance on fiscal policies and procedures.
  • Implement internal control and audit programs for compliance with financial regulations.
  • Advise district leadership on financial status, trends, and resource utilization for decision making.
  • Coordinate with other federal agencies and command levels to clarify fiscal policies and resolve financial issues.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain a Financial Management Level 3 certification in compliance with Department of Defense and Department of the Army requirements for this certification program.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) managing financial management programs. AND 2) overseeing financial operations ensuring compliance with fiscal laws and regulations. AND 3) preparing and administering budgets, coordinating funding requests, monitoring expenditures and manpower. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
