Summary

About the Position: Serves as a Financial Management Analyst for a project funded organization in a revolving fund environment in the Corps of Engineers District and under the Corp's Regional Business Center-Community of Practice (COP) structure. Knowledge of budgeting, manpower, finance and accounting, and auditing regulations and procedures.

Duties

Help

  • Prepare budget and long-range lease administration, design and construction workload forecasts, and/or related resource requirements for the District.
  • Evaluate program trends, changing program goals, and funding requirements for a program consisting of facility modernization new construction of a wide variety of facilities on military installations and/or leased facilities.
  • Analyze detailed reports to advise Program Managers on status and problem areas using knowledge of NAB programs and solid grasp of analytic, organizational, communications skills, and/or design and construction processes.
  • Prepare studies and analyses on implications of changes to legislation, policies, and/or procedures that may impact program execution, workload, and resources.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The duties of this position require travel up to approximately 10% of the time.
  • This position requires a Financial Management Certification at Level 2 within 24 months of employment.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • The incumbent must be able to meet Intelligence Community requirements for access to secure space/equipment. Individual must be able to pass a polygraph test or a series of polygraph tests and continue to pass the polygraph test on a periodic basis.
  • This position requires participation in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug testing after appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Establishing budgets for real property construction projects to monitor use of funding; 2) Performing schedule/financial analysis to ensure adequate funding is utilized; 3) Applying Federal and/or DOD fiscal laws, regulations, policies to DOD construction and/or real property activities to ensure authority levels for program execution are available; and 4) Utilizing of Federal, DOD, and/or industry-standard project and/or financial management automated information systems to track all budgets/funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
