Summary

YOU WILL SERVE AS A FINANCIAL MANAGEMENT ANALYST IN THE COMPTROLLER GROUP, BUSINESS AND FINANCIAL DEPARTMENT OF NAVAIRWARCENAC DIV.

Duties

Help

  • You will serve as a senior specialist and technical expert in Business and Financial Management and as a principal financial management analyst in support of complex programs, projects, and organizational requirements.
  • You will plan, analyze, interpret, and resolve difficult financial and programmatic issues affected by changing laws, regulations, policies, organizational priorities, program direction, and resource limitations.
  • You will provide timely advice to department heads and their staffs on financial management and policy and on the legalities of the financial system.
  • You will analyze, interpret, reconcile, and evaluate financial information from multiple sources to assess execution status, identify trends, discrepancies, shortfalls, excesses, and emerging risks.
  • You will provide liaison between operating departments and the NAWC's management on financial policies, procedures, and status of projects.
  • You will provide resources support with primary emphasis on financial management and planning and determine the financial and programmatic effects of unresolved issues.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain any required certification and/or license as a condition of employment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11/12) grade level or pay band DA-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge and application of Department of the Navy financial management systems, including advanced proficiency in Navy Enterprise Resource Planning (N-ERP) as the system of record including reviewing, validating, reconciling, interpreting, and resolving complex commitments, obligations, accruals, expenditures, revenue recognition, labor distribution, funds distribution, project structures, charge objects, and related financial transactions; 2) Ability to use N-ERP and related financial and analytical tools-including Business Warehouse (BW), Advana/Jupiter Qlik-based dashboards, Shared Data Warehouse (SDW), Electronic Data Access (EDA), and other comparable tools to extract and transform data, identify systemic or transaction-level problems, maintain data integrity, support internal controls and audit readiness, and produce authoritative financial products and performance metrics; 3) Application of federal financial management concepts, appropriations law, internal controls, and the principles of purpose, time, and amount in accordance with federal guidance; 4) Ability to interpret broad or incomplete guidance, assess the financial and programmatic effects of policy changes, identify compliance risks, and develop supportable courses of action; 5) Demonstrate financial stewardship through the planning, justification, defense, allocation, execution, and monitoring of direct appropriations, reimbursable funding, Navy Working Capital Fund resources, or multiple fund types , evaluating labor execution, new order acceptance, carryover, expenditure plans, cost recovery, and impacts to the Net Operating Result; 6) Demonstrate financial management analysis by evaluating complex financial execution issues, execution trends, forecasts, burn rates, cost performance, resource constraints, and financial risk including developing alternative funding strategies, impact statements, variance explanations, budget exhibits, execution reviews, data-call responses, and recommendations that support senior-level decisions; 7) Ability to prepare, review, reconcile, present, and defend complex financial reports and leadership products involving multiple systems, customers, funding sources, or organizational components and financial products must be accurate, traceable, timely, and suitable for use by program managers, competency leaders, and senior management.
