In support of the Air Force Nuclear Weapons Center (AFNWC) Headquarters Management and Administrative Support Services (H-MASS) contract, Systems Intelligence is pleased to deliver management expertise to AFNWC headquarters directorates and provide comprehensive administrative support to AFNWC Senior Leaders. This Financial Management Analyst role is located at Kirtland Air Force Base (KAFB) and supports the Financial Analysis & Accounting Division of the Financial Management Directorate.
Responsibilities
In support of executing and monitoring funds management accurately and timely for the AFNWC/FM’s Financial Analysis & Accounting Division:
- Ensure all activities and reviewed documents comply with fiscal laws and funding policies, including the Purpose Statute, Bona Fide Needs Rule, Anti-Deficiency Act, and DoD Financial Management Regulation (FMR) 7000.14.
- Obtain and provide information concerning the propriety of using funds for specific purposes by researching appropriate legal and regulatory guides.
- Manage and utilize AFNWC’s Financial Management Records Plan to ensure the proper disposition, filing, and ease of access to all financial documentation, information and official correspondence in accordance with the records management guidance and dispositions.
- This includes preparing, compiling, and managing office correspondence, reporting timely responses for taskers, preparing briefing charts, collecting, tracking, maintaining, and updating data, preparing one-time and recurring reports as required, and providing forms management support.
- Provide financial management recommendation support, analytical support, and financial reporting to the AFNWC/FM Financial Analysis and Accounting Division, ensuring and validating the integrity and accuracy of financial data within government accounting systems without performing inherently governmental functions.
- Monitor the use and expenditure rate of budgeted funds by reviewing accounting records and maintaining dialogue with program managers as well as senior leaders and their staff. Provide support needed to ensure funds are executed properly and timely, i.e., in accordance with appropriate guidance.
- Conduct research and trend analysis on the use of funds, identifying and reporting variances from annual work plans. Prepare and maintain a variety of reports covering the status of funds, expenses, and obligations.
- Assist in creating and maintaining forecasts for 100% of all funded requirements, reporting on status, changes, and anomalies, analyzing fund execution to identify potential funding sources or shortfall requirements.
- Develop recommendations for budgetary adjustments to support unanticipated changes in program operations or funding. Identify reprogramming actions requiring prior approval and refer them to the appropriate Government officials. Conduct trend analysis and make recommendations for transfer of funds between object class and line-item accounts under that same appropriation or allotment when funds are needed to cover increases in obligations or when expenditures fall below established limits.
- Assist with the preparation, review, and research of funding documents. The Contractor shall reconcile and update complex financial reports, resolving discrepancies across multiple line items. The Contractor shall verify, enter, and adjust budgetary data in a variety of forms, schedules, and reports.
- Provide financial analysis and recommendations for program management reviews, budget drills, and other meetings. Assist with research and production of financial status reports and provide analysis and recommendations.
- Develop and refine specialized spreadsheets and financial models to improve accuracy and efficiency. Interface and coordinate with other AFNWC Directorates as required to support financial decision-making.
Qualifications
- An active SECRET security clearance is required for consideration.
- A bachelor’s degree from an accredited institution in Finance, Accounting, Business Administration, or a related field. A master’s degree from an accredited institution in such a field is highly preferred. 5+ years of relevant experience is highly preferred.
- At least two (2) years of experience working within an acquisition program office.
- Communication and Collaboration – Excellent communication skills, with the ability to create briefing charts, training materials, and procedural guides, and to collaborate effectively with directorate-level staff.
- Fiscal Law Knowledge – In-depth and practical application of fiscal laws and policies, including the Purpose Statute, Bona Fide Needs Rule, and the Anti- Deficiency Act in accordance with DoD Financial Management Regulation 7000.14.
- Financial Reporting Experience – Experience generating and maintaining comprehensive financial reports, including Status of Funds and forecasting reports.
- Financial Reconciliation Expertise – Proven ability to reconcile and update complex accounting reports, resolving discrepancies across numerous line items.
- Understanding of Government Financial Systems – Hands-on experience with the Comprehensive Cost and Requirement System (CCaRs), Defense Enterprise and Accounting Management System (DEAMS), Automated Funds Management (AFM), Financial Analysis and Spending Transaction Reporting (FASTR), and the Automated Security Assistance Reporting System (ASARS).
