Job DutiesUnder the supervision of the Deputy Director for Rural Health Grant Operations, the Finance Audit and Compliance Manager will apply expertise in financial auditing, compliance, accounting, internal controls, and risk management to provide oversight of grant-funded initiatives within Virginia's Rural Health Transformation Program, authorized under Public Law 119-21. The Rural Health Transformation Program (RHTP) is a five-year, approximately $1 billion investment of federal grant funds to transform Virginia's rural health care landscape.
The incumbent will have senior-level responsibility for planning, organizing, and administering the RHT Program's financial audit and compliance activities, including monitoring the use of grant funds, assessing financial controls and risks, reviewing financial documentation and expenditures, and ensuring compliance with federal and state requirements.
This is a restricted position, which is solely funded by the investment of federal grant funds to transform Virginia's rural health care landscape and improve health outcomes in rural Virginia. Which is a continuous revolving grant. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of funds.
The business needs of the position have in-office requirements to include but are not limited to attending the in-person training and/or meetings and collaboration with DMAS stakeholders.

Minimum QualificationsCompetitive candidates will meet these minimum qualifications:
Considerable experience conducting financial audits and compliance reviews.
Considerable experience preparing federal financial reports.
Considerable experience of state and federal policies and requirements governing grant expenditures, financial reporting, documentation, and records retention.
Considerable experience reviewing and analyzing financial transactions.
Considerable experience working with complex automated accounting systems.
Considerable experience of state and federal policies and requirements governing grant expenditures, financial reporting, documentation, and records retention.
Experience meeting deadlines.
Considerable experience engaging with internal/external stakeholders.
Considerable experience of Generally Accepted Accounting Principles (GAAP), auditing standards, and financial management practices.
Considerable experience evaluating financial processes and internal controls.
