Full Job Description
We are currently seeking a Financial Analyst to support our Patuxent River, MD customer. The Financial Analyst will provide resource planning and financial analysis within the E-2D Advanced Hawkeye Weapon System Team.

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Demonstrates experience in the program/project status and schedules. Demonstrated training/knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life- cycle management of military acquisition programs (as specified in the DoD 5000 series). Demonstrates experience processing program acquisition, funding, and contract documentation for military programs. Supports training efforts through the integration of documents into Government databases. Completes travel orders in accordance with JTR regulations.

Duties and Responsibilities: Duties may include, but are not limited to:
• Perform budgetary, analysis, formulation, and financial management. Collect, organize, and interpret financial data to create and maintain annual spending plans, ensuring budgets are planned to efficiently conduct projects for IPTL
• Interfaces with IPT personnel to obtain inputs for staffing, travel, material, and fees; develops detailed time phasing of spend plan requirements; assists with presentations to present and defend spend plans to PMA Level 1/Level 2 leads, lead Business Financial Manager (BFM)/Deputy BFM, and Naval Air Systems Command (NAVAIR)/NAWCAD BFMs. Assists the PMA-231 BFM with obtaining and tracking classified invoice information from prime contractors and taking action to facilitate timely invoice processing/payment. Interface between PMA and NSMA BFMs regarding classified purchase requisitions and assist with gathering the information required to execute funding.
• Performs Common Spend Plan Tool (CSPT) resource requirements data entry/management for the E-2D Advanced Hawkeye Weapon System and ensures validation/approval with BFMs/PMA management; participates in spend plan reviews; assists in annual spend plan creation, planning/tracking, and participation in financial status meetings; coordinates with PMA Program Managers to obtain cost estimates; and interfaces with Level 1s to obtain funding in accordance with the annual spend plan.
• Interfaces with NAVAIR/NAWCAD/NSMA budget analysts, contract resource managers, and NSMA contract specialists to ensure timely contract awards.
• Ensures appropriate funding of labor, travel, and material Contract Line-Item Numbers (CLINs) per the annual spending Plan.
• Analyzes current expenditure rate data, identifies 1inancial trends, manages total contract labor hour funded and total contract dollars remaining for multiple task orders; and communicates contract analysis to 1PT leads, addressing any concerns and providing recommendations for corrective action.

Required Education: BA/BS degree in Program Management, Technical, or Business analysis discipline.

Allowable Substitution:

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Required Experience:Three (3) to ten (10) years of relevant experience. A Journeyman level person typically performs all functional duties independently.

Must be able to hold and maintain a Top Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78,433.26-$117,649.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
