Full Job Description
As the Finance Lead, Banking & Treasury Operations, you will manage the day-to-day oversight of City's banking, liquidity and treasury's operations functions. You will ensure that banking and treasury operations are conducted in accordance with applicable banking legislation, regulatory requirements, corporate policies, internal control standards, and audit expectations. Primary duties include: - Lead The City's enterprise banking operations, including bank account administration, account structures, banking relationship management, banking documentation, signing authority administration, banking forms, and treasury operational banking processes. - Provide managerial oversight for banking operations that support the receipt, movement, visibility, and safeguarding of City funds across corporate bank accounts and treasury processes. - Act as a key escalation point for complex banking service issues, account administration matters, operational banking disruptions, urgent banking requests, and issues requiring coordination with financial institutions or internal partners. - Provide leadership and oversight for enterprise bank reconciliation activities, ensuring bank reconciliations are completed accurately, consistently, and within established timelines. - Oversee reconciliation governance for bank accounts, deposits, cash floats, cash transfers, treasury transactions, and other banking-related activities requiring reconciliation or variance review. - Oversee the maintenance, and continuous improvement of The City's corporate cash forecasting and liquidity planning processes. - Provide leadership for enterprise cash visibility activities to support timely understanding of cash inflows, cash outflows, funding requirements, and short-term liquidity positions. - Lead and manages a team responsible for treasury controls, banking administration, bank reconciliations, cash reconciliations, deposit reconciliations, cash forecasting, liquidity analysis, and treasury operational governance. - Set team priorities, assign work, manage service delivery expectations, monitor workload, support staff development, provide coaching, and contribute to hiring, performance, and workforce planning decisions. Qualifications - Degree in a related discipline, and a recognized professional designation such as Chartered Professional Accountant (CPA), Chartered Financial Analyst (CFA), Certified Treasury Professional (CTP), Financial Risk Manager (FRM), Professional Risk Manager (PRM), or an equivalent designation. - At least 10 years of progressively responsible treasury, banking, cash management, liquidity management, financial controls, corporate finance, or related experience plus at least 5 years of leadership experience managing professional or specialized staff. - Equivalent combinations of education and experience may be considered. - Experience within a large, complex public sector, municipal, utility, financial institution, or corporate environment is considered an asset. - Exceptional technical skills, strong problem-solving and interpersonal skills, and the ability to direct and work effectively with others who are not direct reports. - Strong research and analytical skills with attention to detail; the ability to plan, coordinate and manage conflicting priorities; and well-developed communication skills in order to deliver presentations.
