Description of Work
**This is a Time-Limited Full-Time position that is EXEMPT from the State Human Resources Act**
Team Stein is looking for a dynamic candidate to serve as the Finance and Compliance Officer for the Governor's Recovery Office for Western North Carolina (GROW NC), located within the Office of the Governor. The Finance and Compliance Officer for the Governor's Recovery Office for Western North Carolina is responsible for maintaining accurate financial data as it pertains to the state's Helene recovery efforts, including, but not limited to, fund appropriations, obligations, expenditures, and tracking balances. This position will include monitoring and analyzing state agencies' use of state and federal funds, tracking the flow of funds to subrecipients (e.g., contractors, schools, etc.), and advising agencies about compliance with state and federal funding requirements.

Knowledge, Skills and Abilities / Competencies

  • Experience with government accounting practices as applied in North Carolina
  • Demonstrated ability to plan and organize work, and to be adaptable to continually changing priorities.
  • Advanced skills in complex financial data analysis, applying accounting theories and principles.
  • Demonstrated experience producing reports and providing clear, constructive guidance and feedback to both internal teams and external partners.
Management prefers
Candidate with experience using the North Carolina Financial System (NCFS)

Minimum Education and Experience Requirements

Bachelor's degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution and 3 years of directly related experience or an equivalent combination of education and experience.
