Full Job Description
Overview

Finance & Accounting performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis and development of complex financial/accounting records, reports and systems and their ongoing support. Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported.

This position requires onsite work a minimum of two days per week. When working remotely, PNNL employees are expected to maintain the same standards, requirements, and expectations of staff working onsite. When working remote, staff should be ready to go onsite on short notice to meet business needs.

Responsible for performing professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Responsible for adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported.
  • Serves as a consultant to management on financial strategies to achieve organizational and lab level vision
  • Develops annual budgets and projections for key organization performance metrics including overhead budgets, FTEs, and pool recovery. Submits rate calculations and annual budgets for business and strategic planning to the cognizant Business Manager for approval
  • Develops and analyzes financial forecasts and trends; evaluates financial status of direct and indirect budgets as well as overhead recoveries; issues summary reports; makes recommendations for corrective actions if necessary
  • Conducts monthly reviews of overhead costs and recoveries and FTE performance; provides documentation for rate revisions and adjustments of budgets. Presents overall impacts and recommendation of potential options/alternatives for management approval
  • Ensures financial transactions comply with accounting policies and practices by conducting financial reviews and approval of appropriate source documents
  • Provides guidance/training for M&O staff on financial policies and procedures, appropriateness of costs, and proper charging guidelines; communicates changes in accounting procedures
  • Performs special projects as assigned by Laboratory and BSD management

Having wide-ranging experience, uses professional financial and accounting concepts and organizational objectives to resolve complex issues in creative and effective ways. Ability to balance long-term strategic goals with short-term priorities and network across management systems. Ensures an effective system of internal controls exists for assigned operations. Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting financial and accounting methods, techniques and evaluation criteria for obtaining results.

Qualifications

Minimum Qualifications:
  • BS/BA and 7 years of relevant experience -OR-
  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:
  • Bachelor's degree in Accounting, Finance, or Business Administration and 8+ years of relevant experience. Advanced degree and 6+ years of relevant experience
  • Knowledge of PNNL financial/accounting systems and software programs
  • Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines preferred
