Position Overview

The Federal Pricing Specialist is responsible for developing, analyzing, and supporting competitive and compliant cost/price proposals for federal government contracts. This role plays a critical part in the proposal lifecycle by ensuring pricing strategies align with FAR/DFARS requirements, agency-specific regulations, and organizational profitability targets. The ideal candidate will collaborate closely with capture, business development, proposals, contracts, and program management teams to deliver winning price volumes across civilian and defense agencies.

This is a hybrid position requiring ability to work at corporate headquarters located in Vienna, VA.

Core Responsibilities
  • Pricing Strategy: Lead the development of cost/price volumes for federal proposals, including FFP, T&M, CPFF, CPAF, and IDIQ contract types. Build pricing models, basis of estimate (BOE) documentation, and rate build-ups that comply with FAR Part 15 and DFARS provisions.
  • Cost Analysis & Compliance: Perform cost realism and cost reasonableness analyses. Ensure all pricing submissions meet DCAA audit standards and are consistent with approved indirect rate structures, forward pricing rate agreements, and disclosed accounting practices.
  • Collaboration: Coordinate with capture managers, solution architects, subcontractors, and teaming partners to gather labor categories, LOE estimates, and material/ODC inputs. Lead proposal pricing reviews with pricing narratives and competitive assessments.
  • Proposal Narrative Development & Compliance covers authoring pricing narratives, cost assumptions, and BOE documentation, plus ensuring alignment with technical/management volumes and RFP Section L/M compliance.
  • Pricing Review Process covers owning the end-to-end pricing review cycle across color team gates, consolidating feedback, resolving cost-technical discrepancies, and driving executive sign-off before submission.
  • Rate & Model Management: Maintain and update indirect rate pools, wrap rate calculations, escalation factors, and labor rate tables. Develop and refine Excel-based and tool-driven pricing models for repeatable use across the proposal pipeline.
  • Subcontractor & Partner Coordination (with Contracts): Lead data calls to teaming partners and subcontractors to collect labor category descriptions, rate cards, basis-of-estimate inputs, and indirect rate backup. Validate partner pricing submissions for completeness, compliance with RFP requirements, and alignment with the prime's rate structure. Serve as the primary pricing point of contact for all teaming partners throughout the proposal lifecycle, ensuring timely responses and resolution of discrepancies prior to cost volume integration.
  • Pricing Knowledge Management & Process Improvement: Maintain a centralized pricing library of historical proposals, rate cards, BOE templates, competitive intelligence, and lessons learned to accelerate future proposal development. Partner with the proposal operations team to identify and implement process efficiencies across the pricing workflow, including standardizing templates, streamlining data call procedures, and refining color team review checklists to reduce cycle times and improve overall proposal quality.
  • Support post-submission activities including fact-finding, discussions/negotiations, and final proposal revisions (FPRs). Track competitive intelligence and historical pricing data to inform win-price strategies on future pursuits.

Minimum Requirements
  • Education: Bachelor's Degree in Finance, Accounting, Business Administration, Economics, or a related field.
  • Experience: Minimum of 5 years of professional experience in federal government pricing, cost proposal development, or financial analysis within the government contracting industry. Familiarity with GSA Schedule pricing, GWAC/BPA task order pricing, and experience with SF 1411 and Model Cost Proposal formats.
  • Technical Proficiency: Advanced proficiency in Microsoft Excel (pivot tables, VLOOKUP/INDEX-MATCH, complex financial modeling), and working knowledge of PROPRICER, ProPricer, or equivalent pricing tools.
  • Compliance: Must demonstrate thorough understanding of FAR, DFARS, CAS, and the Truth in Negotiations Act (TINA). Ability to pass a federal background investigation.
  • Critical Thinking: Strong analytical and problem-solving capabilities with exceptional attention to detail and the ability to work under tight proposal deadlines.
  • Clearance: Must be eligible to obtain and maintain a Public Trust and/or Secret security clearance.

Certifications
  • Certified Cost Estimator/Analyst (CCEA) or AACE certifications preferred
