Role Summary

The Federal Cx Project Manager II is responsible for leading commissioning projects of medium to high complexity, with a primary focus on the design, analysis, and commissioning of Mechanical, Electrical and Plumbing systems for federal facilities. This role serves as the primary client contact, ensures Total Project Success, and supports international project delivery, including assignments in Germany.

What You'll Do

Lead commissioning projects from planning through closeout with a focus on quality, safety, and performance.
  • Complete project scope and requirements with clients and stakeholders and communicate expectations to the project team
  • Develop, manage, and execute commissioning plans, including narratives, pre-functional checklists, functional performance tests, training matrices, and issues logs
  • Serve as a technical expert supporting field commissioning activities and client engagement
  • Coordinate project schedules, manpower requirements, and contractor activities during design and construction
  • Perform site visits and prepare Field Observation Reports and Site Visit Reports
  • Prepare final commissioning reports documenting all testing and verification activities
  • Implement proactive QA/QC plans and ensure conformance to codes, standards, and client expectations
  • Manage project financials including budgeting, invoicing accuracy, additional services, and accounts receivable
  • Mentor and support the development of less experienced commissioning staff
  • Coordinate seasonal testing, warranty reviews, and project closeout documentation

Who We're Looking For

Minimum Requirements:
  • Bachelor's degree in Engineering, Architecture, or related field
  • 5 or more years in managing commissioning projects for mechanical, electrical and plumbing systems for buildings; healthcare facility experience is highly beneficial.
  • Registered Professional Engineer preferred; EIT/FE required
  • Prior experience with Department of Defense projects and knowledge of applicable standards and procedures
  • Current Commissioning Authority (CxA) certification or ability to obtain within three months of employment
  • Ability to obtain and maintain DoD Common Access Card (CAC) and required work visas
  • Willingness to travel internationally, including short-term and extended assignments in Germany

Preferred Qualifications:
  • Experience serving as a client-facing commissioning leader in federal or international environments
  • Strong command of commissioning standards, project delivery best practices, and building codes
  • Comfortable supporting international travel assignments, including extended deployments
  • Excellent communication, presentation, and negotiation skills
