Full Job Description

Overview:

Administration of plans and programs for the Rotary Andrews Support Division in accordance with contract requirements and staff responsibilities. The Facility Manager (FM) will track Government Furnished Property (GFP), facilities, assets, and inventory in accordance with established plans and Federal Acquisition Regulation (FAR) requirements. This position is for day shift, Monday-Friday, with the ability to be on-call for emergencies.

Essential Responsibilities:

  • Responsible for facility maintenance, key control, security, energy conservation, fire prevention, Occupational Safety and Health, Service Contracts, Generators, Civil Engineering (CE) Service Requests, Emergency Management, and Reserved Parking.
  • Ensure familiarity with applicable regulatory guidance for all functional areas.
  • Serve as the primary control officer for division and government assets, managing the lifecycle of property from acquisition through receiving, tagging, inventory, and contract closeout.
  • Ensure division personnel are trained, and assets are recorded, properly tracked, and inventoried in accordance with company policies and United States Air Force (USAF) directives.
  • Coordinate Report of Survey (ROS) actions, assign control numbers, and provide briefings on the ROS program as required.
  • Perform duties as the Unit Control Center (UCC) representative as required.
  • Coordinate Logistics Control Center contingency or mobility requirements for equipment and personnel between wing and squadron agencies.
  • Responsible for submitting base access requests and escorting contractors to perform work on assigned buildings and assets.
  • Provide Security Forces Industrial Security Manager with Visitor Authorization Letters.
  • Identify requirements for new and/or additional facilities and/or repair to existing facilities by preparing and submitting AF Form 332 to Base Civil Engineering (BCE).
  • Report facility discrepancies in accordance with (IAW) the Andrews AFB Facilities Manager Handbook.
  • Identify facility upgrade, repair, and improvement requirements and participate in the Andrews AFB Appearance Program.
  • Review facility status and assess improvements that would enhance the working environment and morale.
  • Perform all duties and tasks required of the Telephone Control Officer (TCO) IAW AFI 33–111.
  • Manage and inspect building, hangar, and flight line fire bottle/extinguisher programs.
  • Perform other duties as assigned.

Minimum Requirements:

  • A minimum of a High School Diploma or GED is required.
  • Certifications: Professional facility or project management credentials required (e.g., IFMA CFM, FMP, or NPMA CPPA/CPPM).
  • Must be able to obtain and maintain a secret security clearance. Note: US Citizenship is required to obtain the clearance.
  • Must be able to obtain and maintain a flightline driver’s license.
  • Must be able to walk extensive facility grounds, climb stairs/ladders for inspections, and lift up to 40 lbs as required by facility duties.

Preferred Qualifications:

  • Working knowledge of FAR Part 45 (Government Property) and experience managing Government Furnished Property (GFP) is preferred.
  • Experience utilizing asset/inventory management software (CAFM, DPAS, etc.) and strong proficiency in Microsoft Office (Word, Excel data tracking) is preferred.
  • Bachelor’s degree with 2 to 4 years of experience in property control management and plan administration; OR 8+ years of relevant experience in lieu of a degree is preferred.

Compensation & Benefits:   

The base salary range for this position is $110K to $123K. This range reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

$110,000 - $123,000
