Job Description

JMT is seeking a Construction Manager to be responsible for managing facility construction or rehabilitation projects, including coordination with designers and contractors, potentially assigned field staff and sub-consultants assigned to projects. Coordination may also be required on Federal construction projects with General Services Administration (GSA), National Parks Services (NPS), United States Army Corps of Engineers (USACE), Navy Facilities Engineering Systems Command (NAVFAC), Federal Bureau of Investigations (FBI) and some other agencies within and supporting the Federal Government. Applicants with a Transit and Rail background are also encouraged to apply for this position. Some marketing and proposal development from a technical perspective will be a function of this role, an understanding of business development, including Federal Procurement will be value added. This role provides great career opportunity in JMT's growing federal construction management sector.

Compensation for this position is $95,000.00 - $150,000.00, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. Essential Duties and Responsibilities
  • Maintain excellent relationships with clients, building occupants, architects/engineers, and contractors
  • Manage and coordinate inspection staff
  • Manage project schedule from inception to close out
  • Run project job-site meetings
  • Review contractor work in place to ensure compliance with plans and specifications
  • Review and approve contractor monthly requisitions and invoices
  • Efficient change order management and cost control
  • Report on project issues and provide status updates
  • Perform other duties as may be required


Required Skills

  • Must successfully complete and pass JMT's Motor Vehicle screening
  • Strong verbal and written communication skills
  • Effective leadership skills for managing and mentoring field staff
  • Ability to take charge and effectively manage contractors to meet project schedule
  • Knowledge of OSHA safety regulations with 10HR OSHA Safety card
  • The ability to work well with others, and willingness to learn in a team environment
  • Ability to evaluate contractor provided construction CPM schedules, including logic and sequencing


Required Experience

  • Minimum of ten years of construction experience serving as a Construction Manager, Construction Management Representative, Owner's Representative or Construction Superintendent
  • Experience with renovation projects in federal courthouses involving high end finishes and building system repair and restoration that involved the active management, oversight and/or inspection of multiple construction trades and close coordination with the Government/Owner on construction issues
  • Knowledge and experience working with Federal Government Project Managers/CORs on project costs and budgets, processing change requests, requests for information, submittals, and field observation reports
  • Experience using SharePoint or related Government construction management software (ePM, ProjNet, etc.) to communicate construction progress and process documentation.
  • Experience using MS Excel or related cost estimating software to develop Independent Cost Estimates for change order negotiations
  • Experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements

Preferred Experience
  • Bachelors Degree in Engineering, Architecture, or Construction Management
  • Engineering in Training (EIT), Registered Professional Engineer (PE), Certified Construction Manager (CCM), or Project Management Professional (PMP)
  • Experience working with Department of Defense and federal civilian agencies
  • Experience with International Building Code, Unified Facilities Criteria, and Public Building Service PBS 100 Facilities Standards.
  • Experience with federal, state, and local codes and standards.
  • Occupational Safety and Health Administration (OSHA) 30-hour construction safety training
  • Experience on Federal Courthouse Renovation projects
  • Familiarity with GSA policies and procedures
  • Experience with Federal Agencies such as NAVFAC,USACE, and NPS
  • Experience with Transit Agencies
  • Proposal coordination and submission

Working Conditions

Work is performed in both an office and field (construction) environment. Office to field time is approximately 25% to 75% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs) may be required. Travel may be required.
