Job Description:The role of the
Security Specialist - Construction Surveillance Technician is to provide on-site construction surveillance support for Sensitive Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF) construction projects supporting the F-35 JPO Security Directorate, ensuring all construction activities comply with Intelligence Community Directive (ICD) 705, ICS 705-1, and applicable DoD physical security standards:
- Perform on-site construction surveillance for SAPF and SCIF construction projects in accordance with Intelligence Community Directive (ICD) 705, ICS 705-1, and applicable Technical Specifications for Sensitive Compartmented Information Facilities
- Monitor and document construction activities to ensure compliance with Government-approved construction security plans and ICD 705 requirements; report all discrepancies immediately to the assigned Government Program Security Officer (PSO) or Special Security Officer (SSO)
- Assist with the development of construction security plans, Controlled Area Certificates, fixed facility checklists, and documentation required for SAPF/SCIF accreditation under ICD 705 and ICS 705-1
- Prepare and maintain construction surveillance records, milestone inspection reports, and daily activity logs in accordance with contract deliverable requirements and zero-rework quality standards
- Coordinate with construction contractors, subcontractors, and Government personnel on security compliance requirements and construction scheduling activities
- Support facility pre-accreditation inspections and coordinate corrective action documentation to achieve first-time pass rates before government acceptance
- Maintain current knowledge of ICD 705, ICS 705-1, and Physical Security Standards for Sensitive Compartmented Information Facilities technical specifications to support evolving construction project requirements
Required Qualifications: - Bachelor's Degree plus two 5 years of additional work experience in physical security, SCIF/SAPF construction, or construction surveillance; OR Associate's Degree plus five (5) years of relevant experience; OR seven (7) years of direct hands-on SCIF/SAPF construction surveillance experience in lieu of degree
- A minimum of five (5) years of experience performing SCIF or SAPF construction surveillance in accordance with ICD 705 and applicable technical specifications
- Demonstrated knowledge of Intelligence Community Directive (ICD) 705, ICS 705-1, and Physical Security Standards for Sensitive Compartmented Information Facilities
- Experience preparing construction security plans, fixed facility checklists, and accreditation support documentation in support of Government PSO/SSO review and approval
- Ability to work on active construction sites, including accessing elevated work areas with appropriate personal protective equipment; position requires physical presence on construction site for the duration of active surveillance periods
- Top Secret/SAR/SCI clearance required

The likely salary range for this position is $111,155 - $150,385. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
