The Air Force Civilian Service (AFCS) is looking for an F-35 FMS Missions Systems Lead Engineer (NH-0855-04) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, OH.

Qualifications/Requirements:

We are seeking a detail-oriented and proactive engineer to serve as the Foreign Military Sales (FMS) Lead Engineer within the Air Vehicle (AV) PMO, Mission Systems (MS) Group, Joint Strike Fighter Program Office (JSFPO). The incumbent is responsible for guiding, managing, and coordinating FMS requirements and requests within AVMS Engineering to support development of all F-35 Mission Systems avionics, sensors, weapons, software, pilot vehicle interface, and digital systems infrastructure across AVMS IPTs and contractors for all FMS countries. The incumbent will provide engineering management and guidance of cost, schedule, and technical performance of all FMS Mission Systems change requirements and integration aspects.

The incumbent will represent FMS within designated program meetings with respect to Air Vehicle-Mission Systems support issues. Focuses mission systems tasking and coordinates efforts with the Air Vehicle FMS lead program manager to ensure aligned, non-duplicative and concurrent mission capability delivery across the F-35 directorate.

This is a supervisory position.

U.S. Citizenship

Top Secret clearance required.

Ability to obtain higher level of security clearance as required.

This may be a designated Drug Testing Position.

Willingness to travel overseas.

Bachelor of Science Degree in Electrical, Electronics, or Computer Engineering required; Master of Science degree highly desirable.

The Security Cooperation Workforce Development Program (SCWDP) requires Foundational certification within two years.

Good briefing skills and interpersonal diplomatic skills.

DUTIES:

Supports FMS Funded Program Managers and FMS Country Systems Engineers in the planning and provisioning for FMS Air System Configuration development to ensure the supportability of those configurations within existing enterprise resource constraints (Pre-LOA through Sustainment). Coordinates with F-35 Core Enterprise Air Vehicle Mission Systems leads to develop integration plans and resolve program conflicts.

Supports AV/MS FMS manpower requirements with coordination with the FMS Air Vehicle Program Manager.

Supports Core Block Plan development to facilitate integration of FMS system requirements, design trades, architecture evolution, system mechanization, special projects, block plan capacity/risk/performance assessments, and SWAP-C compliance for the FMS F-35 Air System Configurations supported by contractor development teams.

Coordinates and manages FMS Mission System integration team efforts and systems engineering to develop, integrate, and test all aspects of the F-35 mission systems for all variants for each FMS country and integrate with Core program requirements.

Coordinates efficient test and evaluation of FMS Mission Systems System Development and Demonstration through the use of Hardware In The Loop ground test lab testing and flight testing support.

Supports the FMS Program Managers and Country Lead Systems Engineers in the planning and execution of the FMS Country AVMS design reviews, program management reviews (PMR), Technical reviews, technical interchange meetings (TIM).

Manages Mission Systems foreign disclosure, public release, component obsolescence, multilevel security design and certification.

Supplies basis of estimates to support Estimate at Complete (EAC) processes and engagement with prime and sub-contractors for FMS contracting efforts.

Coordinates with Lockheed Martin counterparts on contractor activities for FMS.

Cultivates a professional relationship between LM and Mission Systems suppliers, technically and programmatically, while maintaining a view that supports an objective assessment of the performance of all contractors.

Coordinates with F-35 Core Enterprise Air Vehicle Mission Systems leads to develop integration plans and resolve program conflicts.

Responsible for guiding and reporting periodic and comprehensive assessments and evaluations of program goals and objectives that will provide a basis for long-range planning to enhance the organization's management capabilities.

Manages FMS MS team to provide subject matter support to the JSF SCP/FMS Program Managers and Lead System engineers as required for the execution of all US-FMS JSF LOAs.

Supervise and mentor assigned subset of AVMS FMS-funded civilian personnel assigned to the Vehicle Systems/Missions Systems PMO. Accomplish personnel actions (hiring, discipline, appraisals, etc.).
