Position Title: F-35 Fleet Manager & Program Analyst

Location: Langley AFB, VA (Onsite)

Position Summary

Paradigm Max Q is seeking a highly experienced F-35 Fleet Manager & Program Analyst to support Air Combat Command (ACC/A4) aircraft availability, readiness analysis, and modernization execution.

This position focuses on synchronizing requirements, configuration baselines, modification timelines, and sustainment activities to protect combat availability while accelerating modernization across the fleet.

Key Responsibilities
  • Maintain authoritative fleet baseline maps aligning software drops, modification kit installations, hardware configurations, and depot throughput with operational requirements.
  • Synchronize modernization timelines with sustainment execution to minimize aircraft downtime and protect availability.
  • Build and maintain fleet readiness dashboards analyzing FMC/MC rates, non-mission capable drivers, modification impacts, and downtime trends.
  • Perform data analysis to identify systemic readiness degraders, configuration mismatches, and execution risks.
  • Lead cross-functional issue boards and synchronization forums with ACC/A4, ACC/A5, JPO, prime contractors, depots, and operational units.
  • Develop risk assessments and Courses of Action (COAs) for senior leaders when modification, sustainment, or configuration conflicts arise.
  • Align fielding, modification, and retrofit timelines with training, test, and operational demand signals.
  • Coordinate across the JPO, Lockheed Martin, depots, DLA, and Wing-level stakeholders to maintain a single authoritative source of fleet status and execution truth.
  • Support enterprise data processing and visualization efforts, including the Joint Modeling Ecosystem Release (JMER) and readiness forecasting tools.
  • Provide analytical support to RoCCR using historical rates and forward-looking projections.
  • Develop and maintain USAF metric dashboards including Health of the Fleet, FRACAS, Supply, and Support Equipment performance.
  • Develop senior leader products including briefs, issue papers, decision support materials, and read-ahead packages.

Deliverables
  • Fleet baseline configuration maps and modification synchronization products
  • Readiness and availability dashboards with trend analysis and risk indicators
  • RoCCR analytical inputs supported by historical data and projections
  • Cross-functional issue trackers and documented risk mitigation actions

Required Qualifications

Education
  • Bachelor's degree (required)
  • Master's degree (preferred)

Experience
  • 15+ years supporting DoD aviation readiness, fleet management, sustainment, or program analysis; 5+ years supporting the F-35 weapons system
  • Demonstrated experience operating at MAJCOM, Service Headquarters, Program Office, or equivalent enterprise level
  • Experience synchronizing modifications, configurations, and depot execution across multiple stakeholders
  • Familiarity with USAF readiness metrics, FMC/MC reporting, FRACAS, and sustainment data environments
  • Experience coordinating with the F-35 JPO, prime contractors, depots, and operational units
  • Proven ability to lead issue resolution forums and influence outcomes across large, matrixed organizations

Technical & Analytical Skills
  • Strong understanding of aircraft readiness drivers, configuration management, and sustainment execution
  • Advanced data analysis and visualization capabilities
  • Ability to translate complex fleet data into actionable insights and senior leader decision support
  • Proven capability managing enterprise-level dependencies, schedules, and execution risk
  • High attention to detail with disciplined execution and follow-through

Software & Tools
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Experience with readiness dashboards, data visualization platforms, and modeling tools
  • Familiarity with JMER, FRACAS, RoCCR inputs, and sustainment data systems preferred

Certifications (Preferred)
  • DAU Program Management
  • DAU Life Cycle Logistics
  • DAU Business - Cost or Performance Measurement

Security Clearance
  • Must be a U.S. citizen with an active Secret clearance (required)

Salary Range (DMV Market)

$115,000 annually - $165,000 annually

Location-Based Compensation

Compensation is determined based on the employee's primary work location, applicable labor market, experience, education, certifications, security clearance, and other job-related factors. Candidates working outside the DMV may receive a different salary range consistent with local market conditions and applicable law.
