About the Position

The Extradition & Clemency Deputy Director supports the Director of Extradition Services in administering and advancing the State of Oregon’s extradition, detainer, clemency, and international prisoner transfer programs. This role provides critical program support, policy analysis, and operational coordination in alignment with the Governor’s vision for Oregon.

The Deputy Director assists in overseeing the Arrest & Return Program which includes domestic and international extradition matters the Interstate Agreement on Detainers, Executive Clemency processes, and the International Prisoner Treaty Transfer program. This position is essential to the Governor’s Office, the Department of Corrections, the Parole Board, statewide district attorneys’ offices, and law enforcement agencies. The Deputy Director contributes to the development, implementation, and enforcement of statewide extradition procedures; ensures Oregon’s compliance with the Interstate Agreement on Detainers; supports administrative and legislative activities tied to these programs; and helps execute directives issued by the Legislature, including those from the Ways & Means Committee. Through this work, the Deputy Director helps provide leadership, guidance, and consistency for statewide law enforcement partners and ensures the effective execution of the Governor’s statutory authorities in extradition and clemency.

Duties & Responsibilities:

  • Support statewide administration of the Arrest & Return and Interstate Agreement on Detainers (IAD) Programs, including planning, communicating, and implementing operational decisions that meet short-, mid-, and long-term program needs.
  • Ensure fair and consistent application of statewide extradition and detainer policies, providing key partners with equal access to program resources while promoting compliance with federal, interstate, and state statutes.
  • Assist in legislative analysis and engagement, including reviewing proposed legislation affecting extradition or detainer functions, supporting statutory improvements, and promoting the Governor’s Office priorities.
  • Support budget development and fiscal oversight for the Arrest & Return Program and related activities by analyzing financial data, preparing projections, monitoring expenditures, and identifying cost-efficient operational measures.
  • Provide statewide training, guidance, and expertise to law enforcement, district attorneys’ offices, and other key partners through structured meetings, presentations, or seminars to ensure uniform interpretation and execution of extradition and IAD policies.
  • Maintain and oversee restitution and extradition-related databases, including transport entries, reimbursements, repayment tracking, and preparation of required performance measures for legislative reporting.
  • Assist with Executive Clemency processes, including maintaining systems that ensure compliance with statutory timelines, reviewing clemency petitions for legal sufficiency, and contributing to longrange planning of the clemency program

What We Are Looking For

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Financial and Budget Analysis Proficiency: Measurable experience preparing budget projections, monitoring expenditures, identifying costsaving opportunities, and ensuring fiscal accountability in a programmatic setting.
  • High-Level Discretion and Political Awareness: Proven ability to handle confidential and politically sensitive information with diplomacy and sound judgment, evidenced by reliable decisionmaking and adherence to confidentiality protocols.
  • Commitment to Equity and Fair Administration: Demonstrated record of ensuring equitable access to program resources, consistent application of policies, and support for diverse key partners in alignment with the Governor’s equity goals.

Working Conditions

  • Work is primarily performed in a professional office setting with frequent daily computer and officeequipment use.
  • Requires periodic overnight instate travel to support program operations and key partners engagement.
  • Requires occasional outofstate travel to participate in specialized training on updated extradition laws and related practices.
  • Light lifting of materials or equipment may be required.
  • A valid Oregon Driver’s License and successful completion of a background check are mandatory.
  • Consistent and reliable attendance is essential to meet operational and statutory deadlines.
  • May be required to serve as a trainer or presenter at conferences, seminars, or key partners meetings.
  • May be appointed to serve on boards or commissions representing the Governor’s Office or program interests.
