Export Compliance Managerat our Burbank, CA location.
Job Summary:
The Export Compliance Manager is responsible for leading and administering all export compliance activities for the assigned site. This role ensures strict adherence to U.S. export regulations and company policies through effective oversight of licensing, documentation, internal controls, training, auditing, and issue resolution. Responsibilities include conducting export jurisdiction and classification determinations, reviewing engineering change orders (ECOs) and product modifications for compliance impacts, managing exportrelated controls, and performing daytoday transactional activities that support compliant order processing. These transactional duties include reviewing and releasing export holds, performing restrictedparty screenings, and validating export data to ensure timely and compliant shipments. The Export Compliance Manager serves as the primary onsite compliance resource, supports group and corporate initiatives, and is expected to be appointed as an Empowered Official under ITAR regulations.
Essential Functions:
Compliance Guidance and Training
- Provide expert export compliance consultation to engineering, quality, operations, sales, contracts, HR, and other stakeholders.
- Develop, deliver, and maintain training programs and records to support sitewide regulatory compliance.
Site Compliance Oversight
- Serve as the primary point of contact for sitelevel export compliance inquiries and requirements.
- Ensure compliance with EAR, ITAR, OFAC, and related regulations, maintaining accurate and complete documentation.
- Interpret and communicate regulatory requirements to internal teams.
- Review engineering change orders (ECOs) and product design changes to identify and address potential compliance impacts, including updates to jurisdiction, classification, and licensing requirements.
Export Hold Review and Release
- Review and release exportrelated holds on orders, shipments, and transactions.
- Validate regulatory requirements prior to release and document all resolution actions.
- Coordinate with crossfunctional teams to ensure timely processing.
Group and Corporate Program Support
- Implement group and corporatelevel export compliance initiatives at the site.
- Collaborate with peers across Aerospace & Electronics (A&E) locations to ensure alignment and consistency in compliance practices.
Collaboration and Knowledge Sharing
- Participate in group and companywide meetings, calls, and initiatives, ensuring timely completion of followup actions.
- Share best practices across sites to support continuous improvement of compliance programs.
Auditing and Incident Management
- Conduct internal audits to evaluate the effectiveness of the site27s export compliance program.
- Investigate potential compliance incidents, coordinate with legal counsel as needed, and document findings and corrective actions.
- Oversee deniedparty screenings, enduser verifications, screening records, and antiboycott compliance.
- Ensure appropriate training for sales, shipping, supply chain, and other internal stakeholders.
Licensing and Documentation Management
- Prepare, submit, and monitor export license applications and other required regulatory filings.
- Manage system access controls and maintain compliancerelated records.
- Perform and maintain export jurisdiction and classification determinations (e.g., ECCN, USML) for parts, assemblies, technical data, software, and services, including updates driven by engineering changes or new product introductions.
Minimum Qualifications:
- Experience: 5+ years of experience in export compliance or related regulatory functions (ITAR, EAR, OFAC).
- Knowledge: Strong working knowledge of U.S. export control regulations and compliance requirements.
- Skills: Strong communication (written and verbal), training, organizational, and interpersonal skills; ability to manage multiple priorities independently.
- Ability: Demonstrated capability to partner with crossfunctional teams and translate complex regulations into clear, actionable guidance.
- Education/Certification: BA/BS or equivalent experience
Equivalent experience may include:
- Applied experience with EAR, ITAR, OFAC, and related export regulations.
- Practical experience with export licensing, classification, and jurisdiction determinations.
- Completion of recognized export compliance training or relevant professional certifications.
- Eligibility: Only U.S. persons may be considered due to ITAR Empowered Official requirements.
Preferred Qualifications:
- Advanced degree (MBA, or joint degree).
- Export compliance experience in the aerospace and defense industry.
- Experience performing jurisdiction and classification determinations (ECCN, USML).
- Experience working with engineering teams, including reviewing ECOs and assessing compliance impacts of design or configuration changes.
Working Conditions
- Standard office environment within a manufacturing organization.
- Work involves significant computer usage and visual concentration.
- Occasional visits to the manufacturing floor may require PPE (eye protection, hearing protection, grounding straps).
- Possible exposure to noise, cold temperatures, dust, or fumes during floor visits.
- Occasional travel may be required for compliance initiatives or training.

Salary range: $136,581.90 - $169,419.00 Several factors contribute to actual salary, including experience in a similar role or performing comparable job responsibilities, skills, training, and other qualifications. Some roles may be eligible for participation in performance-based bonus programs.
