Job Description:

The Executive Director serves as the senior operational leader for the Western Region, responsible for ensuring the successful planning, execution, and continuous improvement of workforce training solutions that support Georgia's economic development and business recruitment efforts.

LOCATION AND WORK ENVIRONMENT:
  • Based out of the Kia Georgia Training Center in West Point, Georgia
  • Primarily a day-schedule environment
  • Some regional travel to support client needs


RESPONSIBILITIES
  • Leads and manages a complex project-based training operation that delivers turnkey workforce training solutions to Georgia Quick Start client companies.
  • Provides strategic leadership for all regional operations to ensure the successful planning, development, execution, and continuous improvement of training projects and services.
  • Oversees the operation, scheduling, maintenance, safety, and utilization of Quick Start training centers and related facilities within the region.
  • Develops and maintains strong relationships with client companies, economic development partners, technical colleges, and other stakeholders to support workforce development and business growth initiatives.
  • Serves as the primary regional point of contact for client companies and ensures a high level of customer satisfaction throughout project development and implementation.
  • Collaborates with instructional design, project management, digital media, recruiting, and administrative teams to ensure the effective design, development, and delivery of high-quality, performance-based training programs.
  • Recruits, hires, develops, and supervises regional staff and maintains a network of qualified contract training specialists to support project needs.
  • Promotes a culture of accountability, innovation, collaboration, safety, and customer service excellence.
  • Establishes performance expectations, provides coaching and feedback, and conducts employee performance evaluations in accordance with agency policies and procedures.
  • Develops and manages regional operating budgets and is accountable for the effective stewardship of agency resources and achievement of operational objectives.
  • Monitors regional financial performance and approves expenditures in accordance with established policies and budgetary guidelines.
  • Analyzes operational data, project outcomes, and performance measures to drive continuous improvement and enhance service delivery.
  • Ensures training projects are delivered on schedule, within budget, and in accordance with Quick Start quality standards and client expectations.
  • Supports business recruitment, retention, and expansion efforts by representing Georgia Quick Start during site visits, project discussions, proposal development, and economic development activities.
  • Identifies operational risks and implements strategies to ensure uninterrupted delivery of services and successful project outcomes.
  • Ensures compliance with Technical College System of Georgia policies, applicable laws, regulations, and agency procedures.
  • Develops, implements, and recommends improvements to policies, procedures, and operational practices to enhance organizational effectiveness.
  • Provides regular updates and reports to executive leadership regarding regional operations, project activities, organizational performance, and emerging opportunities or challenges.
  • Develops leadership capability within the regional team and supports succession planning for key positions.
  • Coordinates cross-functional initiatives and serves as a liaison between regional operations and other Quick Start divisions to ensure effective communication, resource utilization, and project execution.
  • Maintains confidentiality of official business and sensitive information in accordance with applicable laws, policies, and ethical standards.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Business Administration, Management, Industrial Technology, Education, Workforce Development, or a related field.
  • Five (5) years of progressively responsible leadership experience in operations, workforce development, manufacturing training, education, economic development, or a related field.


PREFERRED QUALIFICATIONS:
  • Master's degree in a related field.
  • Seven (7) years of progressively responsible leadership experience in operations, workforce development, manufacturing training, education, economic development, or a related field.
  • Experience supporting manufacturing operations, workforce training, talent development, or economic development initiatives.
  • Experience leading multi-site operations or project-based organizations.
  • Experience working with public-sector organizations or government-funded programs. Experience managing budgets, personnel, and complex projects.
  • Experience building partnerships with external stakeholders and clients.
  • Strong communication, presentation, and relationship-management skills.
