Description of JobPOSITION: Executive Director of Serve Colorado
FLSA: Exempt
Organizational Relationships: This position reports to the Chief of Staff to the Lt. Governor. This position supervises the following positions: Director of Programs and Director of External Affairs.
Expected Annual Travel: Biannual out-of-state National Service conferences out-of-state, bi-monthly in-state travel to conduct outreach and oversight to subgrantees, and other travel as required.
DESCRIPTION OF JOB:Summary of Functions:The Executive Director of Serve Colorado is responsible for leading Colorado's AmeriCorps State program - about 800 AmeriCorps members statewide, advancing strategic initiatives for national and community service, overseeing innovative and responsive programming, developing partnerships and community outreach efforts to Colorado's 64 counties, inspiring excellence with the Serve Colorado staff and the Governor's Commission on Community Service, coordinating with the Offices of the Governor, Lt. Governor, and other state agencies, and ensuring management best practices in administrative and financial operations.
Essential Duties and Responsibilities:Governor's Commission on Community Service:Collaborate with the Governor's Office of Boards and Commissions to select, support, and appropriately cycle the 18-Governor appointed Commissioners; focus and help lead, in partnership with Commission Chair and Vice-Chair, the bi-monthly Commission meetings; foster stakeholder engagement; engage experts; and, facilitate statewide outreach efforts.
Work closely with Commissioners to make funding decisions, provide policy and program guidance, coordinate community outreach and support for AmeriCorps, national service, and volunteerism.
In collaboration with Commissioners, staff and stakeholders, develop and implement a strategic plan, Three Year State Service Plan, establishing program goals, objectives and priorities for national service.
Leadership in Grants and Program Administration:
Provide for effective grants administration, management and financial oversight and supervision of approximately $13 million in federal and private grants and 6 FTEs. Support subgrantees to ensure effective programmatic oversight and fiscal compliance.
In compliance with federal regulation and national Agreed Upon Procedures, (AUPs), direct the administration of an effective and efficient AmeriCorps State grant program, with responsibility for compliance with all federal rules, regulations, policies, procedures and requirements. Coordinate with the AmeriCorps agency on a range of programmatic and grant related topics.
Serve as chief spokesperson and representative for national service, AmeriCorps State and volunteerism, promoting community capacity building to effectively use national service and volunteers in meeting community needs in Colorado. Manage complex intergovernmental relations.
Foster a positive and supportive work environment that attracts, retains and motivates talent.
Community Outreach: Develop and maintain community awareness and support for national service, AmeriCorps State programs, and volunteerism. Oversee community awareness and communications/outreach plan to ensure public information and community awareness.
Develop strategic and fundraising partnerships with the Colorado nonprofit sector, schools and education organizations, government partners, the Corporation for National and Community Service, foundations, volunteer connector organizations, faith-based organizations, and other stakeholders to advance national service and volunteerism across the state.
Prepare and present public speeches, presentations, and panel workshops before Coloradans and professional groups.
Sustainability: Work with national partners, stakeholders, foundations, nonprofit organizations and other partner organizations and agencies to maximize federal, state, local, Tribal, and private sector resources to support AmeriCorps State and national programs and volunteerism in the state.
Establish long term fund development strategies to achieve organizational infrastructure, staff expertise, community capacity, administrative match funding and long term financial support to ensure sustainability of national service and volunteer services in Colorado.
Establish and implement an annual operating and effective management plan to execute, objectives, activities and outcomes.
GeneralAdhere to all health and safety policies in the planning and execution of activities.
Use Google Suite to prepare correspondence, plans, reports, schedules, and other documents
Provide continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service
Participate in project teams as required
Participate in conferences and workshops as required
Provide high level staff support to the Governor, Lt. Governor, Chief of Staff to the Lt. Governor, and Board of Commissioners.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights High level administrative and management experience in public administration, nonprofit management, program management and/or grants management experience in either the government sector or private, non-profit sector.
Experience in long term strategic planning, annual operating planning, budget development, program monitoring and evaluation.
Experience in policy and program development, grant development. Experience with complex federal grants preferred.
Strong analytical, oral communications and writing skills. Ability to prepare and deliver presentations to diverse audiences.
Demonstrated experience in financial management, accounting, establishing and maintaining effective fiscal and expenditure controls.
Experience in managing teams and supervising individuals in creating a positive organizational culture that ensures high standards of quality management, integrity of operations and team values.
Preferred experience working in collaborative partnership with a commission or board.
Demonstrated leadership in community relations, community outreach, developing public-private partnerships, preferably at the state level.
Ability to prepare and deliver policy, legislative and funding analysis and recommendations.
Commitment to principles of excellence in public administration, public engagement, building effective public-private partnerships, and community outreach.
Condition of employment: Must be a current employee within within the Office of the Lt. Governor and the Serve CO team.
