The Opportunity

With approvals from the Ministry of Long-Term Care and Construction started, peopleCare is excited to build a new 160-bed LTC home in the heart of Tillsonburg! The brand-new Tillsonburg LTC Home will open in 2026. Click here for more details!

We are seeking a dynamic, strategic, and visionary Executive Director to lead our new development in Tillsonburg, Ontario. Reporting to the Vice President, Long-Term Care, the Executive Director will be a catalyst for positive change-driving operational excellence while championing a culture rooted in innovation, engagement, and continuous improvement. A key priority will be the development of strong community partnerships and the implementation of a robust recruitment strategy to support both the successful opening and long-term sustainability of the home.

Leadership, Strategy & Planning

  • Visionary Leadership: Champion a bold and forward-thinking vision for the home, anchored in the belief that we can transform the senior living experience. Develop and implement a strategic roadmap that reflects peopleCare's mission and values, while pushing boundaries to redefine care delivery.
  • Strategic Execution: Translate strategic priorities into actionable plans focused on resident and family experience, community engagement, occupancy, brand reputation, and risk mitigation.
  • Innovating for Tomorrow: Foster a culture that embraces innovation, anticipates future needs, and supports the development of progressive care models and integrated service delivery.
  • Reaching Beyond: Cultivate partnerships that extend beyond the walls of the home to build networks with healthcare, academic, and community organizations to drive systemic impact.

Operational Excellence & Resident Care

  • Provide strategic leadership in operational readiness planning, ensuring all systems, staffing, infrastructure, and regulatory requirements are in place for a seamless and successful home opening.
  • Oversee the development and execution of a comprehensive resident admission strategy, including stakeholder engagement, readiness assessments, and timelines to ensure a resident-centered and coordinated opening process.
  • Lead implementation of policies and processes in alignment with legislative requirements and industry best practices.
  • Lead and inspire teams to deliver exceptional care and service and continuous improvement in support of residents' well-being and quality of life.
  • Monitor performance using quality indicators and continuous quality improvement practices.
  • Analyze operational data to drive decisions, mitigate risks, and enhance outcomes.


Financial Management

  • Demonstrate fiscal accountability through effective management of budgets and business metrics.
  • Drive cost-efficiency while maintaining high standards of care and service.


Compliance & Legislative Requirements

  • Lead the completion of all Ministry of Long-Term Care (MLTC) pre-occupancy requirements, ensuring full regulatory compliance and successful achievement of the pre-occupancy inspection as a foundational milestone for opening readiness
  • Ensure full compliance with the Long-Term Care Homes Act and Ministry of Health guidelines.
  • Serve as the primary liaison with government agencies and regulatory bodies.


Culture & Engagement

  • Build and sustain a high-performance culture rooted in accountability, transparency, and trust.
  • Drive engagement by creating inclusive, empowered, and collaborative teams aligned with organizational values.
  • Champion the development and execution of a strategic recruitment plan that ensures timely hiring of high-performing, values-aligned team members to support a successful home opening


Leadership & Talent Management

  • Lead and mentor a multidisciplinary team in a unionized environment.

  • Ensure effective staffing, retention, and succession strategies.


Knowledge, Skills & Experience

  • Minimum 5 years of progressive senior leadership experience
  • Demonstrated ability to cultivate and lead strategic community partnerships that enhance the delivery of innovative, person-centered services for residents, families, and team members-positioning the home as a collaborative leader in the sector
  • Demonstrated ability to lead with creativity, vision, and emotional intelligence.
  • Strong relationship-building skills with internal and external stakeholders.
  • Deep understanding of long-term care legislation, funding models, and healthcare trends.
  • Proven ability to balance strategic oversight with operational agility.
  • Bachelor's degree in health or social services; advanced education is an asset.
  • Clear Vulnerable Sector Criminal Reference Check required.


Compensation for this role will be discussed during the interview process and will be determined based on the successful candidate's qualifications, experience, and internal equity.
