Title:Executive Director, Federal Programs and Compliance

Department: Office of Grant Compliance and Fiscal Services

Reports To: Deputy Chief, Grant Compliance and Fiscal Services

Salary Range: $107,655 - $140,227

Job Summary

Provides leadership and direction for key elements of the District's planned use of federal and non-federal funds and that those funds are used as intended consistent with all applicable laws, rules and agreements. Oversees the development and execution of a comprehensive program of grant compliance. Oversees the development and submittal of the District's yearly Consolidated federal grant application to the Pennsylvania Department of Education (PDE). Directs District-wide actions and responses in preparation of the yearly monitoring visit by PDE and ensures that resulting corrective action plans are prepared and implemented. Directs programmatic compliance oversight responsibilities of Grant Compliance and Fiscal Services (GCFS) pursuant to the federal Uniform Grant Guidance by overseeing the compliance resource planning and execution, conducting federal program reviews and making recommendations to improve program operational efficiency and effectiveness. Directs GCFS efforts to work with other District offices to ensure programmatic compliance including comprehensive and school-wide plans, parental involvement, and related programmatic requirements under the Every Student Succeeds Act. Develops and implements an independent and comprehensive federal program support and training program for District schools and central offices.

Essential Functions
• Oversees the development, implementation, funding and execution of a comprehensive compliance plan for grant funds.
• Coordinates with Grant Fiscal Services to ensure federal program budgets and resources are available to appropriate personnel when needed to administer programs.
• Administers the development and submission of the Consolidated Local Educational Agency Plan to maintain funding in compliance with federal requirements.
• Supports the first level of compliance effort regarding the effectiveness of all federal programs in eligible schools and in central and regional offices to ensure adherence to federal, state and local policies
• Provides compliance assurance support to program managers regarding federal programs and to the Grant Compliance Office.
• Directs the implementation of procedures approving school plans and budgets and all integrationprograms; coordinates and prepares presentations to the School Board
• Serves as the District representative to state and federal offices in coordination with the GrantCompliance Office to ensure the District has and continues to receive appropriate federal funding.
• Supports program managers in the preparation for external grantor monitoring visits and for external audits and provides instruction and training regarding the same in coordination with the Grant Compliance Office.
• Provides leadership, support and resource materials for parent education and training activities for the District, the regions, and the parent/community advisory councils; provides support to District personnel in assisting parent groups and schools.
• Oversees the development and submittal of the District's yearly Consolidated federal grant application to the Pennsylvania Department of Education (PDE).
• Conducts federal program reviews in conjunction with subordinate staff to measure program operational efficiency and effectiveness compared to grant requirements and makes recommendations to improve program operations.
• Analyzes state and federal legislation for programmatic and financial implications regarding federal programs.
• Evaluates the performance of subordinate personnel.

Minimum Requirements
• Master's degree from an accredited college or university.
• Seven years of full-time, paid, professional experience in education, three of which have been in an administrative or supervisory capacity and have included responsibility for grant management system development and oversight, and grant compliance planning and execution.

Knowledge, Skills and Abilities
Demonstrated knowledge of:

o federal grant compliance laws, rules and guidance. o organizational design concepts including segregations of duties and internal controls. o effective staff supervision.
Demonstrated ability to:

o maintain complete and accurate records and statistics and to develop meaningful reports from them.

o develop and implement policies and procedures for grants.

o assess the effectiveness of programs and activities. o interpret educational policies and procedures. o develop long range plans and annual budgets. o effectively express ideas, both orally and in writing.

o establish and maintain effective working relationships.
