Estimator / Senior Estimator

Full Time | Permanent | $80,000 - $125,000 | Langley, BC

We are looking for an Estimator / Senior Estimator to join our Preconstruction team. We are more interested in finding the right person than the right title. Whether you are an experienced Estimator ready to take the next step or a Senior Estimator looking for a team where you can make a real impact, we want to hear from you.

This role is responsible for taking projects from opportunity through bid submission and into a successful handover to our operations teams. You will review drawings and specifications, complete takeoffs, build accurate estimates, coordinate pricing, assess risk, and help develop competitive proposals.

For the right person, there is also an opportunity to take on a greater leadership role within the estimating function, including mentoring Estimators, leading complex bids, supporting client relationships, and helping us continually improve how we estimate and win work.

What You'll Be Doing

Estimating & Preconstruction

  • Review and interpret tender documents, drawings, specifications, and scopes of work
  • Complete detailed quantity takeoffs and build accurate project cost estimates
  • Obtain and evaluate pricing from suppliers and subcontractors
  • Apply current labour, material, equipment, and subcontractor rates
  • Prepare formal quotations and competitive, compliant proposals
  • Complete drawing, scope, and calculation checks before submission
  • Identify project risks, gaps, exclusions, and opportunities for value engineering
  • Manage estimating timelines and priorities to ensure bids are submitted on time

Client & Industry Relationships

  • Follow up on new project opportunities and help qualify potential work
  • Build and maintain strong relationships with clients, suppliers, and subcontractors
  • Participate in pre-bid meetings, scope meetings, and industry events
  • Communicate with clients throughout the bidding process and gather feedback on unsuccessful bids
  • Support business development and help identify opportunities that align with Horizon's capabilities

Project Handover

  • Prepare and participate in project pass-over meetings
  • Present the estimate, scope, assumptions, risks, and key considerations to the operations team
  • Work collaboratively with Project Managers, Operations, Finance, and other internal teams through the bid and award process
  • Support contract reviews and identify potential commercial or project risks

Systems & Continuous Improvement

  • Maintain accurate estimating trackers, quote registries, schedules, and project records
  • Keep estimating software, cost databases, and other tools current and accurate
  • Archive final bid documentation and maintain organized project files
  • Contribute ideas and improvements that make our estimating processes more accurate, efficient, and consistent

Leadership & Mentorship

For candidates operating at a Senior level:

  • Lead complex, high-value, or high-risk estimating opportunities
  • Conduct peer reviews and lead estimate reviews with the Preconstruction Manager
  • Mentor and support Estimators in project scoping, estimating practices, and quality control
  • Help identify trends, improve processes, and strengthen our overall estimating function
  • Support strategic pipeline management and client development initiatives


What You Bring

We are looking for someone who is curious, analytical, organized, and comfortable taking ownership. You don't need to check every box. If you have strong construction knowledge and the ability to learn, problem-solve, and build accurate estimates, we want to talk to you.

Ideally, you bring:

  • 3+ years of experience in landscape construction or a closely related construction environment
  • Estimating experience, with the level of responsibility matched to your experience
  • Strong ability to read and interpret construction drawings, specifications, and tender documents
  • Experience with quantity takeoffs, pricing, budgeting, and job costing
  • Proficiency with estimating software, Microsoft Excel, and scheduling tools
  • Strong attention to detail and the ability to manage multiple deadlines
  • Excellent written and verbal communication skills
  • The ability to build positive working relationships with clients, subcontractors, suppliers, and internal teams
  • A proactive approach to problem solving and a willingness to ask questions and dig into the details

For a Senior-level candidate, we are looking for additional experience leading complex estimates, managing client relationships, assessing project risk, mentoring others, and driving estimating process improvements.

You will report to our Preconstruction Manager and work alongside a team that understands that successful projects are built on collaboration. You will work closely with Operations, Project Management, Finance, suppliers, subcontractors, and clients to turn opportunities into well-planned, well-priced projects.
