Full Job Description
JOB SUMMARY

The Estimator will play a critical role in supporting the development and delivery of accurate cost estimates for PACT projects at Toronto Pearson International Airport. Working closely with Commercial, Engineering, and Sub-Program teams, the Estimator will prepare detailed and defensible cost estimates that reflect scope, schedule, design development, construction means and methods, and market conditions. This role will contribute to the development of the Target Price and will support change management, procurement, and risk assessment processes across multiple sub-programs (Airfield, Interim Terminal, GHG, and Priority Projects).

RESPONSIBILITIES
  • Develop conceptual, schematic, and detailed cost estimates in alignment with design development stages and project requirements.
  • Prepare quantity take-offs and cost breakdowns for civil, structural, architectural, mechanical, and electrical components across all PACT sub-programs.
  • Collaborate with Design, Commercial, Procurement, and Sub-Program Leads to validate quantities, pricing assumptions, and construction methods.
  • Support the preparation and validation of the Target Price, including benchmarking, unit rates, and market testing.
  • Monitor and update cost databases, unit pricing, and historical cost information to ensure accuracy and competitiveness.
  • Participate in cost plan, risk, and value engineering workshops to identify opportunities for cost savings and efficiencies.
  • Provide cost support to procurement activities, including subcontractor and vendor pricing analysis.
  • Support the change management process by assessing cost impacts of design and scope changes.
  • Ensure estimates reflect compliance with applicable codes, regulations, GTAA requirements, and project agreements.
  • Prepare cost reports, summaries, and presentations for management and client review.


WORK CONDITIONS

The position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices as required. This position is 5 days per week with core hours of work between approximately 8:00am-5:00pm with 1 hour lunch, or as agreed upon with your manager. All employees must complete a RAIC and Criminal background check.

DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
  • 5+ years of progressive experience in cost estimating within large-scale infrastructure, aviation, or heavy civil projects.
  • Strong knowledge of estimating methodologies, market pricing, and construction means and methods.
  • Proficiency with estimating software (e.g., OST, CostX, WinEst, or equivalent) and MS Excel.
  • Ability to read and interpret drawings, specifications, and contract documents.
  • Strong analytical and numerical skills with attention to detail.
  • Experience working in progressive design-build or large joint venture environments considered an asset.
  • Excellent communication and interpersonal skills with ability to collaborate across multiple disciplines.
  • Strong organizational and time management skills to meet deadlines in a fast-paced environment.
  • Knowledge of local market conditions and subcontractor/vendor community is an asset.
