Position Summary

United Infrastructure Group is seeking a Senior Estimator with at least seven years of heavy-civil construction experience to lead transportation infrastructure estimates throughout North Carolina.

The Senior Estimator will manage assigned pursuits from initial review through bid submission and post-award handoff. The position requires experience with heavy-highway and bridge construction, crew-based cost development, construction means and methods, scheduling, subcontractor/vendor quote coordination, risk evaluation and DOT requirements.
Key Responsibilities
• Lead complete estimates from pursuit review through final bid submission.
• Review plans, specifications, addenda, contracts and other bid documents to identify scope gaps, discrepancies and contractual risks.
• Manage and review quantity takeoffs and develop crew-based labor, equipment, material and production costs.
• Establish bid items, work activities and estimate breakdown structures using Bid2Win.
• Develop project execution plans, preliminary schedules, phasing, staging, access and major means-and-methods assumptions.
• Evaluate constructability, geotechnical conditions, utility conflicts, environmental restrictions, maintenance of traffic and other factors affecting cost or production.
• Develop value-engineering alternatives and incorporate appropriate risk mitigation, allowances and contingencies.
• Analyze subcontractor and supplier proposals for scope, qualifications, exclusions and commercial risk.
• Use historical cost, productivity and equipment data to validate estimating assumptions.
• Coordinate with operations to confirm crews, production rates, equipment, logistics and sequencing.
• Participate in site visits, pre-bid meetings, plan reviews, bid-strategy meetings and management reviews.
• Prepare bid forms, pricing schedules, clarifications, qualifications and other proposal documents.
• Maintain current knowledge of client specifications, bid procedures and market conditions.
Minimum Qualifications
• Minimum seven years of progressively responsible heavy-civil construction experience, including demonstrated responsibility for complete project estimates.
• Experience estimating heavy-highway, bridge or transportation infrastructure projects.
• Experience with Bid2Win, HCSS HeavyBid or an equivalent crew-based construction estimating system.
• Strong knowledge of heavy-civil means and methods, equipment, labor productivity and sequencing.
• Experience developing self-perform estimates and evaluating subcontractor and supplier pricing.
• Ability to interpret construction plans, specifications, geotechnical information, contracts and DOT special provisions.
• Proficiency with Microsoft Excel and electronic quantity-takeoff software.
• Strong analytical, organizational and communication skills.
• Ability to manage multiple pursuits and meet fixed bid deadlines.
• Ability to travel within the Carolinas as required.
Preferred Qualifications
• Direct experience estimating NCDOT or SCDOT projects.
• Field or project-management experience on heavy-civil transportation projects.
• Experience with design-build, CMGC or progressive design-build delivery.
• Experience with AGTEK, Bluebeam, Primavera P6 or similar takeoff, modeling and scheduling software.
• Bachelor's degree in civil engineering, construction management or a related discipline, or equivalent heavy-civil construction experience.
• Experience mentoring junior estimators and project engineers.
