Security Clearance: Must be able to obtain and maintain a DOJ Public Trust level security clearance

Overview

Responsibilities
Lead the planning, initiation, and management of the EOIR Enterprise Data Infrastructure (EDI) task order, serving as the primary liaison with the Contracting Officer and Contracting Officer Representative.
Supervise technical staff, ensuring timely delivery of all project milestones in accordance with scope and quality standards.
Develop and maintain key project documentation including the Task Order Management Plan, Quality Control Plan, Transition Plans, and Telework Management Plans.
Monitor project progress to meet deadlines, standards, and budget targets on a Firm-Fixed-Price contract.
Coordinate with department contract staff to provide fully integrated IT support for EOIR.
Lead a cross-functional team comprising data infrastructure, engineering, governance, analytics, search, cybersecurity, and quality professionals.
Design enterprise database system strategies and establish technical standards for data operations, development, and security across on-premises, cloud, and hybrid environments.
Design and construct data pipelines, ingestion processes (ETL/ELT), and data transformation rules, ensuring compliance with government standards.
Provide technical oversight and review for data architecture, pipelines, and workflows.
Lead integration of new systems with existing warehouse structures, focusing on system performance and continuous improvement.
Drive the delivery of analytics, reports, and dashboards using tools such as Microsoft Power BI.
Enhance enterprise search and unstructured data discovery capabilities while maintaining strict access controls per DOJ, FISMA, and FedRAMP security standards.
Lead data governance and quality management efforts, including metadata creation and data lineage documentation.
Conduct current-state assessments, identify gaps and risks, and develop mission-focused, cost-effective improvement roadmaps.

Requirements
Bachelor's degree in Computer Science, Information Technology, Data Science, Systems Engineering, or a related discipline (Master's preferred).
Ability to obtain and maintain a DOJ Public Trust security clearance (active or recent high-level clearance preferred).
8-10 years of experience in enterprise IT, with at least 5 years as a Data Architect, Data Engineer, or Enterprise Architect.
Minimum of 5 years managing IT projects and programs, with experience in Federal Firm-Fixed-Price contracts.
Proven experience in enterprise data architecture, standards, and documentation including data dictionaries, metadata, and lineage.
Demonstrated capability in dashboard/reporting development, data quality assessments, and enterprise search improvements.
Experience conducting current-state assessments and developing technical roadmaps.
PMP certification required.
Technical certifications such as CDMP, AWS Certified Data Engineer, Microsoft Certified Azure Data Engineer, or AWS/Azure Solutions Architect highly preferred.
Deep understanding of modern data ingestion techniques, data governance platforms, enterprise search technologies, and BI tools such as Microsoft Power BI.
Exceptional written and verbal communication skills, capable of translating technical concepts to non-technical stakeholders.
