Responsibilities

  • Coordinate air permit programs at Shell Deer Park Chemicals, including new source review and Title V programs.
  • Oversee site management of change (MOC) activities requiring environmental engagement.
  • Act as main contact for environmental support on projects at SDPC.
  • Prepare and expedite permit applications and environmental authorizations for projects.
  • Ensure timely submission of applications for operating permits such as CAA, NPDES, and Title V.
  • Provide air regulatory support for projects, addressing applicable standards and regulations.
  • Assess environmental MOC impacts using software tools like SAI360 and OpsInfo.

Full Job Description
Roles and Responsibilities
  • Supports the Environmental Engineers by coordinating air permit programs at Shell Deer Park Chemicals (SDPC). This includes both new source review (NSR) and Title V programs.
  • Supports the Environmental Engineers providing oversight to all site management of change (MOC) activities requiring environmental engagement.
  • Coordinates project environmental support to SDPC by acting as main contact point for department with the Projects organizations.
  • Prepares permit applications and assists Environmental Engineers with preparing environmental NSR permits and obtains environmental authorizations for projects at SDPC (includes both Head Office major projects and local projects) and ensures that authorizations are received in a timely fashion.
  • Experience with obtaining or renewing operating permits (i.e. CAA, NPDES, PSD, NSR, Title V) - Accountable for ensuring applications are submitted on time.
  • Provides air regulatory support for projects, such as any applicable NSPS, MACT, BACT, or state air regulatory standards. Does so either directly or through the other staff specialists.
  • Coordinates regulatory support for project issues in other non-air media such as waste, water, or groundwater. Does so primarily through the other staff specialists.
  • Provides an environmental MOC assessment, including the use of SAI360 (MOC) and OpsInfo (Emissions Database) as needed.
  • Technical consultant for Texas and federal air NSR permitting plus Title V for SDPC and their associated businesses.
  • Stays abreast of new regulatory and local air issues that may impact permitting; participates in regulatory development process to influence outcomes; develops strategies to maximize benefit resulting from these issues.
  • Manages preparation of Title V permit revisions.

Qualifications and Education Requirements

BS in Engineering or Sciences

Requirements:
  • Extensive experience in Environmental within a petrochemical manufacturing facility - required
  • Experience with interfacing with EMIS (Environmental Management Information Systems).
  • Experience in directly interfacing with state or federal regulatory agencies.
  • Proficient in air regulations (bonus for RCRA and TPDES regulations)

Must have a valid driver's license and current state required minimum vehicle insurance coverage to drive onto Client and Company property.

Pay Range:

The pay range for this position is $63.00 - $64.00 per hour; however, the pay offered may vary depending on job-related knowledge, skills, and experience. This pay information is being provided pursuant to applicable law and is based in part on market location.
